Glacier View Meadows Water and Sewer Association September 19th, 2000 ATTENDENCE: Justin Franz- President Jerry Ryan- Vice President Keith Weeks- Secretary Alinea Coy- Treasure ABSENT: Jerry Eubanks-Director STAFF: Kent Christen- General Manager CALL TO ORDER: Justin Franz called meeting to order 7:04 p.m. APPROVAL OF MINUTES JULY 18th, 2000: Keith Weeks stated a change in page 3 the letter from Mimi Pearson, changed differ to defer, motion to approve minutes as changed, Jerry Ryan second, Unanimous. TREASURES REPORT: Financials per Alinea Coy is complete thru 03-31-00. Discussion held as to the status of Yardi to date. The system was never set up correctly on initial installation. Audit response was minimal to date. The board instructed management to solicit more estimates. Discussion on the importance of correct numbers to ensure an accurate audit. Yardi needs to switch from a cash basis to an accrual. Both tax returns have been extended until corrections made. OLD BUISNESS: The board moved to install a new company within Yardi and implement corrected Peachtree numbers as of March 31st,
2000 with the help of professional consultation paid by the contingency fund, and switch
to accrual. Jerry Ryan motion, Keith Weeks second, Unanimous. The board moved to modify the Yardi motion to pay for professional consultation out of contingency fund, and petition Road and Recreation to split the cost. Jerry Ryan moved, Alinea Coy second, Unanimous. The board moved to approve the motion as amended. Jerry Ryan moved, Keith weeks second, Unanimous, The donation to Ecology will be cut out of 2001-2002 funds from donations. The board moved to re-establish the contingency fund to $11,959.33 as of March 31st, 2000, funds to offset office equipment shown as negative $11,959.33. Alinea Coy motion, Keith Weeks second. Unanimous. Discussion held on over use of the 4th filing leach field- management was directed to research and prepare estimates on installation of 7th leach field for next board meeting. Discussion held on budget 2000-2001. Questions from public about revenue projections, expenditures in specific areas (heat tape, capital reserve, number of improved lots versus unimproved) and operating expenses. The board answered all, and moved to approve the budget as it stands. Jerry Ryan moved, Keith Weeks second. Unanimous. MANAGERS REPORT: The manager reported one tank retrofit complete in the 12th filing, after 14 days drying time the thickness of coating will be checked, water production switched, and work will progress on tank two. 12th filing fully purged, tested and in production, 4 taps completed and on line. Ion Exchanged System installed and operational, awaiting test results from the state, total cost $2791.06. Phosphate injection 4th and 8th filing installed and operational, cost $325.00, purchased the state mandated testing equipment, cost $1564.10. NEW BUSINESS: Tabled the issue of dropping extra umbrella coverage to next month. Keith Weeks visited areas of our water augmentation degree, citing abuses in outside hot tubs, and the water rights of our contingent property owners. All water pulled within our decree must remain above Gordon Creek upon disposal. No water can be used for other than in house domestic use. No water can be sold to non-ratified owners. Should G.V.M. require ratification upon property transfers. Hot tubs need to drain into leach fields to prevent evaporation. A.C.C. should include letter to educate new property owners of water rules. Publish rules and regulations of water use in Glacier Viewpoint. It was suggested to reword the language on approved septic systems, check with Mr. Lowenbaugh, an expert in water cases, and tabled for further action until next month. The issue of purchasing right of way for the 12th filing deep bury tie in loop was tabled pending further research into costs and legalities.
The board moved to split the cost of AD in the North Forty News concerning
Amendment 24 with Road and Recreation, cost $71.25 each. Alinea Coy moved, Keith Weeks
