REVIEW OF MINUTES DATED MARCH 14TH, 2001
Minutes
modified to reflect minor name substitution, Jerry Eubanks moved to accept

Water and Sewer Budget Committee held first meeting on April 18th, 2001. Alinea Coy tabled formal financial presentation until month end reports were compiled thru March 2001.
Research compiled on water supply at Quandry Ct., lower 8th filing. Both existing wells have been fractured, no improvement to be gained in that respect. Manager stated alternatives were to expand cistern capacity (a patch not a fix), try for a better well (an expensive gamble, the area has not been productive) or extend the line from the 4th filing. Manager instructed to obtain estimates on all.
The leach field in the upper 8th filing has blown out. Manager instructed to estimate extent of damage and the cost of repair. Discussion was held on Capital Budget category to build funds for future leach field replacements.
Capital Improvements to start the week of May 1st, Green Mtn. first, then the 7th filing leach field.
Water and Sewer Budget commenced April 18th, 2001. 002 Community System Capital will need fund allocation from 002 Community System Operating.
Jim Chisholm gave an update on the Web Site progress. The site has been “hit” 760 times to date, an excellent response. He stated the long term vision as timely access to information, not an opinion line, potential advertisement revenue, and a viable media substitute for the Viewpoint.
17 revisions to date, the committee took into account all comments submitted by the public, any of relevance were discussed and integrated into the revisions. Jim Chisholm stated the goals as futuristic, long term, and not tied to any personality.
Both Water and Sewer Association and Road and Recreation Association are complete and on the Web Site for public review.
The next step is submittal to Corporate Attorney for review, then to Boards for approval.
Keith Weeks moved Bill Smith, current chair of the Nominating Committee be removed from office, Alinea Coy second. UNANIMOUS.
Discussion that Mr. Smith had overstepped his boundaries in organizing a non-Board approved public meeting on his own organization.
Investigation into criminal liability.
Due to the ongoing attempts to interfere with the normal business activities of the Association, I move that the following actions be submitted to the Association attorney for evaluation of possible criminal violations:
members with the intent to defraud said members.
3. the assumption of corporate powers and authority in these actions:
a. the rental of property to conduct Association business.
b. the solicitation of a parliamentarian to conduct Association business.
c. the solicitation of an agent to conduct Association business. ( the election )

Recovery of damages.
Regarding the violation of the W&S Master Declaration, Article 5.3 – Arbitration of
Disputes:
That the plaintiffs in the court action against the Association, namely Peggy Bahus, Marsella Johnson, Diane Morison, and Erik / Andrea Greer (jointly) be billed on a
pro-rata basis for all expenses incurred by the W&S Association in the defense of said action. This billing is made in accordance with the CCIOA, Articles 38-33.3.108,
38-33.3-123 (1), 38-33.3-302 ( d & k )
