Jerry Eubanks called at 7:03p.m. Quorum was established.
REVIEW MINUTES DATED AUGUST 15th, 2001:

TREASURERS REPORT:
Enclosed, Gene Watt gave synopsis of Sept., Oct., Nov., 2001 all financials yearend within acceptable projections, spending %’s for Oct., Nov., 2001 within or below monthly projections.
MANAGER’S REPORT:
7th leach field on hold pending engineering of pretreatment methods. I have instructed the engineer to redirect efforts on new 7th, 4th, and both 8th leach fields towards both expansion/repair and pre-treatment options.
12th filing sewer system on hold same issue, engineer currently compiling research and money, selection will hopefully apply across the board.
I suspect before the State Engineer is finished with his survey the 4th, upper 8th and lower 8th, will be included in the overall subdivision assessment.
Jerry and Don attended C.R.W.A. class November 5th, (cost $200.00) credits are applicable to renewal Jerry’s class “C” license. Don has applied State of Colorado for rollover credit on his Arizona license, still pending approval. If none forthcoming Don will attend school December and test class “D” January.
I have formally petitioned the S.I.A. for their offering of $5000.00 for expansion of water supply in the lower 8th (see enclosed) tabled to next S.I.A. meeting
Two chemical injection pumps malfunctioned, repair kit $85.00-$125.00 each, replaced both $400.00 new. Attempting to trade off bucket John Deere for 24”, $940.00 new, trade rock bucket? Searching for price on trade.
All applicable State testing done, 3rd quarter, all okay.
2000-2001 Augmentation report complete, usage logged at 6.43 acre feet.
The D&O attorney filed for dismissal of the Parker litigation on November 9th, 2001. Include was a 44 page brief stating the Plaintiffs claim was frivolous and without merit. He has asked for dismissal and the authorization to pursue reasonable attorneys fees and costs.
1) The ion exchange 12th filing is functioning well but not using salt as quoted upon sale, might need service call.
COMMITTEE REPORT:
Jim Chisholm gave Rules Committee report. Management audit is scheduled for December 8th, 2001, 9:00a.m. The Committee requested a new liason due to Jerry Ryans medical absences of late. Parliamentarians are in training, available at Board request.
OLD BUISNESS:
D&O insurance has been secured, yearly premium of $2,213.34 through Scottsdale Insurance Company, $1,000.00 deductible most instances, higher if employee related litigation. Keith Weeks stated current Board status of self secured should not be relinquished, only tabled until need if ever arises again.
The water and sewer infrastructure on east Quandry Court has been completed, total cost absorbed by the contractor. G.V.M. retains the right to collect tap and plant improvement fees and tap fees on lots 17&18, 8th filing, and also on 16 if Koher Construction does not purchase #16. All fees waived on lot #19, 8th filing.
The repaired Septic Truck has been allocated for use on the mountain only, service is no longer being offered to town.
Capital water and sewer projects to date 2000-2001 total $26,703.00.
NEW BUSINESS:
G.V.M. has been informed by the State of Colorado it is required to hold a discharge to groundwater permit. Application process is in affect, will be lengthy, costly and in the near future could have great financial impact on Water & Sewer financials.
Basic requirements state any facility discharging to ground water over 2000 G.P.D. will require either monitor wells or pre-treatment methods installed. Monitor wells are not an economic solution, pre treatment will be costly.
The manager stated he has solicited preliminary engineering for the proposed leach fields in the 7th&12th filings, and voiced concern before all was done all filings would be re-evaluated by the state, and could require the same.
Gene Watt moved to waive interest and late fees/penalties on filing12, lot 87 due to extenuating circumstances to the amount of $450.00. Unanimous.
Discussion was held on non-payment of dues/fees within the community system.
Keith Weeks moved that accounts in flagrant abuse for non-payment at least 6 months in arrears be given 30 days shut-off notice, then terminate service. Motion carried. A fee will be assessed to turn service back on, depending on the labor involved.
Continued for future discussion was policy and procedures on non-payment of other fees and services. Long term water leases were discussed then rejected as not feasible but on a year to year basis.
