CALL TO ORDER:
Lynn Johnson, Vice President, called the meeting to order at 6:10 p.m. All were present except Jerry Ryan and Frank Winter who had excused absences. A quorum was established.

AMEND AGENDA: Add to New Business A. Jim Atwood 12-238/239 - Sewer tap billing.

REVIEW MINUTES DATED: July 20, 2005 The minutes were reviewed and approved by consensus.

TREASURER’S REPORT: (enclosed) Treasurer’s Report

Jim Petrie reviewed all 3 W&S accounts with no issues. Noted 12th filing shortage caused by water hauling costs this year. Manager mentioned that this will be alleviated by the collection of $11,700 in fees from the sale and closing of Filing 12 Lot 119.

The report was accepted by consensus.

MANAGER’S REPORT: (See enclosed) Steve Horsmon presented the Manager’s Report

General Office and Budget Updates:

  1. Fall newsletter submitted for editing.
  2. New office server back-up system has been working very well. System back-ups are maintained
  3. off site at all times.

  4. Gary and Jerry completed new certification classes for Small Systems and Distribution during the week of August 1-6.
  5. Steve has begun participating in the group health and dental plans as of August 1.
  6. Collections Unlimited continue dues collections. 2 more properties have sent in payments. 2 others sent in payments to avoid collection activity.
  7. Attended hearing at Larimer County for Saddle Creek Ranch RLUP. Linda Adams and Larry Peterson also attended. Preliminary approval was granted with many conditions yet to be satisfied.

Water & Sewer Association

  1. 12th Filing Well #3 project nearly complete. Poudre Valley REA finally completed power installation. Pump House is set and Ralph Goble making final connections. Disinfection and water tests should be completed by 8/31. Goal is to "go live" by September 1. Current wells are holding up well this season.
  2. Deep Bury project scheduled to start on September 7. See schedule provided. Included in newsletter.
  3. Advertising in newsletter for "Help Wanted" for 1-2 people to help with deep bury project.

  4. Steve and Gary to attend first Uranium treatment meeting with the State on 8/24/05 in Denver. This is for establishing an action plan for the Upper 8th well.
  5. Drafted letter to be sent to ~75 W&S members advising them of Double Dues penalty. Included this in the Viewpoint this month. See letter in the board packages.
  6. Backhoe repairs needed to address overheating problems. Had radiator replaced, water pump rebuilt, new alternator, belts, and valve adjustments. New tires will be needed this year. Estimated cost is ~$1,500.

OLD BUSINESS:

A. 12th Filing Water Supply Project Status – See Mgr’s report

B. Deep Bury project schedule and cost review – Mgr. discussed Help Wanted posting for 2 part time positions to help with 6 week project. Project schedule is included in Board package and will be posted in the Newsletter. Affected homeowners will also receive a copy of the schedule.

NEW BUSINESS:

A. Jim Atwood 12-238/239 – Sewer tap billing:

Member is asking board to reconsider the additional $3100 charge to his property for the second sewer tap installed on a lot he has replatted. Board had sent a letter in February inform Mr. Atwood that the $3100 is payable because the tap was installed prior to the completion of the replat. Mr. Atwood claims that the previous Mgr. had agreed not to install the tap if the lots were replatted. Mr. Atwood also informed the board that he has discovered that the second tap is actually on the same lot as the first tap. The board has asked the manager and staff to visit the property to inspect the tap locations. An audience member (Keith Weeks) reminded the board that the SIA must be involved and are responsible for waiving any fees on this system. Board decided to table the issue until a site inspection is completed and the SIA committee can meet to discuss and decide on whether or not to waive the second tap fee.
