CALL TO ORDER:
Randy Mae, President, called the meeting to order at 3:00 p.m. All were present and a quorum was established.
REVIEW AGENDA:
Add Old Business: B. Formally approve board position and decision on soccer field proposal at Gate 5.
APPROVAL OF PREVIOUS MINUTES DATED:
April 16, 2008, minutes were reviewed and accepted as written by consensus. Tom Willard was not a Board Member on April 16, 2008 and chose to abstain.
TREASURER’S REPORT: (Please see the Office for attached/enclosed as none were provided with these minutes)
Jim Petrie presented the treasurer’s report for the Water and Sewer Association (see attached). Water and Sewer completed the ninth month or 75% of the fiscal year with no significant deviations from the budget. Treasurer’s report was reviewed and accepted by consensus

APPLICABLE COMMITTEE REPORTS:
General Office and Budget Updates:
- Annual Meeting went off without a hitch thanks to great preparation. Thanks to Mary and Deanna for all the organization they put into the meeting.
- Educational article is provided on the topic of optimizing association committees.
Water & Sewer Association
- Completed excavation and repair of multiple sewer line leaks in the Lower 8th Filing – Quandary Ct. Replaced damaged PVC lines with 2" poly pipe. Redesigned the manhole and built a collection basin out of concrete. Need to finish building up road and adding road base. This should prevent future freeze ups. "As-built" drawings will be created for future reference.
- Pyramid Ct. resident has completed their new water/sewer line installation. This road will be finish graded during the time we are working on the Sunlight/Mt. Massive pipe and heat tape replacement. This project has been delayed a bit due to other projects taking longer than planned.
- The Larimer County commissioners and the Colorado Power Development Authority have officially signed off final project and loan approval for the wastewater treatment plant. The initial payment to Fluidyne has been made with an estimated ship date in mid-September. State health department engineers are still reviewing the final design documents. Some earthwork can begin. A construction kick-off meeting will be held at GVM this month. Board members will be invited.
- Planning to begin the Quandary Ct. sewer line repair project on 5/20. The Mt. Massive/Sunlight Cr. project will begin in June.
COMMITTEE REPORTS

OLD BUSINESS:
- Discuss and Approve 2008-2009 Water & Sewer budget presented at the Annual Meeting.
Randy Mae moved to Approve 2008-2009 Water & Sewer budget (see annual meeting minutes.)
No dues increase recommended for 08-09 fiscal year. Dues should remain at $144/yr for improved lots and $72/yr for unimproved lots. Since the Association no longer provides a lower cost septic pumping service, members will be offered a $100 rebate after having their system pumped by outside contractors. This rebate would be allowed only once in a 3-year period.
Budget Account 002 – 3rd, 4th, 7th, 8th, 9th Filing Community Systems
4th, 7th, 8th, 9th – 10% increase, 3rd filing increase on sewer fees to match other community system rates.
Budget Account 003 – 12th Filing Community System
The Committee recommends rates increase on all Improved & Unimproved lots. These 2008-2009 increases range from 10% to 34%. Unanimous motion passed.
- Formally approve board position and decision on soccer field proposal at Gate 5
(Discussion tabled from May 20th, 2008 joint meeting). Randy mae moved to approve the Boards decision to disapprove the soccer field at gate 5. Six board members met on Thursday, May 29th to continue the discussion of the soccer field proposal at the Gate 5 greenbelt and voted to disapprove the request.
Unanimous- motion passed
Specific Reasons for Disapproval:
- The proposed use is inconsistent in every way with the Greenbelt Usage Policy written by the Ecology Committee and adopted by the R&R Board in 2003. The policy speaks to quiet walks, wildlife, contemplative thought, etc. Kids playing soccer does not fit. The Board is not willing to amend this Policy at this time.
- Safety of kids and highway traffic remains a huge concern. The activity could create a distraction to drivers on Batterson Hill, which is already notorious for its vehicle accidents. Errant balls and kids playing near the road is also a major concern.
- If we allow this proposed exception to our policy it could be seen as a precedent by some and would require considerable explanation to our membership. Others would simply see it as a violation and be upset.
- Granting the proposed exception would not be a long-term solution, which needs to be found sooner or later anyway. Local school grounds seem to be a better choice.
- Local climate and lack of irrigation will cause the area to "run down" and it will not easily recover.
- The lack of usual facilities (bathroom, phone, etc.) has been addressed by some concerned parents and is a valid concern.
- The placement of equipment on the greenbelt (goal nets, etc.) even on a temporary basis could disrupt the abundant wildlife in that area, including the nesting red tail hawks. We realize the wastewater plant construction will also be nuisance, but this is a necessary, short term project.
NEW BUSINESS:
- New Water Tap Request – Filing 12, Lot 105. Mr. Steve Koeckeritz, Lone Pine Realty, asked the Board to consider adding a new water tap to service Filing 12, Lot 105. After discussion, Jim Petrie moved to grant the request to accommodate Fling 12, Lot 105. However, the property owner would have to cover all costs related to extending from Filing 12, Lot 41 and must meet the GVM water/wastewater specifications. The property owner would also be required to reimburse Filing 12, Lot 41 up to 50% for costs they incurred extending the water line to their property. Unanimous-motion passed
PUBLIC INPUT:
Steve Koeckeritz invited the audience to attend the County Commissioner for a day event being held at the base camp.
