CALL TO ORDER:
Frank Winter, President, called the meeting to order at 3:02 p.m. All were present and a quorum was established.

APPROVAL OF PREVIOUS MINUTES DATED: April 15, 2009
Tom Willard moved to approve the minutes subject to a spelling correction under Budget Committee Recommendations. Unanimous-motion passed
TREASURER’S REPORT: Jim Petrie presented the treasurer’s report for the Water and Sewer Association (see attached). Water and Sewer completed the ninth month of the fiscal year with no significant deviations from the budget. The Board reviewed the Treasurer’s report and no objections were noted.
MANAGER’S REPORT: Steve Horsmon, GVM Manager, presented the report.
General Office and Budget Updates:
- The Friday Social and the Annual Meeting went extremely well. Thanks to the board members, our staff, and all the volunteers for making it go so smoothly.
- The Road and Recreation budget ended its 08-09 year in good shape. Total income was higher by $38,000 due to better than expected collections on past dues, late fees, and a higher carry-forward from last year. Expenses were in line with expectations except for the refund of many old ARC clean up deposits. This effort to clean the books of this liability resulted in an additional $6,000 in operating expenses. However, with personnel and road expenses running lower than expected, we beat the budget expectations for carry-forward in the 09-10 budget.
- We hired a Larimer County Workforce summer intern, Josephine Davis, to help us organize our maintenance inventory, and set up an inventory list for expensive parts. She is also helping with sign painting and various office duties.
- We have renewed the combined Road and Recreation and Water and Sewer Assoc. liability policy for $1 more than last year’s premium, $11,693.
- As discussed at the May meeting, we have purchased the used Maxey 7.5’ snow plow from resident Jerry Blanz for $3000. Maxey Truck will install this on the Dodge 2500 pickup for $1300 before winter.
Water & Sewer Association
- The wastewater treatment plant control building is framed and roofed. Need to wait for electrical work to be completed before insulating and starting inside plumbing. The electrician has been awarded the job through Larimer County purchasing and they will start next week. We are still waiting for the final State approval of the Discharge Permit. Fluidyne Corp. has been paid in full except for $5,000. This is held back until they performed onsite training and start-up. It looks like this may not occur until late August.
- We purchased the manhole materials needed for the installation of the 7th Filing storage tank emergency shut-off valve. This will be done before winter.
- We had a resident’s service line break which lost about 8,000 gallons in the 4th filing. We required the replacement of the line and have inspected that job performed by a contractor. We decided to install curb stops at the road and deep bury the last 20 feet of the line to prevent freezing and to eliminate the resident heat tape.
OLD BUSINESS: Horse Property Designation Status – Filing 11, Lot 1. Kelly Fox has completed the remaining steps of the consolidation process including asking Larimer County to change the property number to Filing 11, Lot 38A. Larimer County did not agree to this step. However, the Board agrees this is not a reason to stop the process. At this point Kelly Fox is requesting the Board to write a letter to the Division of Water Resources stating that the Board does not object to a "Change in Use" well permit. A domestic well permit will allow the watering of two horses on Filing 11, Lot 1. Tom Willard, moved to direct the manager to draft a letter of "no objection" to a change in use permit for filing 11, Lot 1, to be sent to the Division of Water Resources. Unanimous – motion passed
