CALL TO ORDER

Tim Simpson called to order 9:05A.M.

BUSINESS OF THE DAY

The Board has been petitioned by a group of G.V.M. residents for a total recall of both the Glacier View Meadows Road and Recreation Association and the Glacier View Meadows Water and Sewer Association. The petition was verified by Keith Weeks, secretary for Water and Sewer and Marilyn Buhrman, secretary for Road and Recreation.

The petition, after eliminating one Water and Sewer member and one Road and Recreation member, was determined by both secretaries to be valid, containing 30 valid Water and Sewer signatures, and 33 Road and Recreation signatures. The petition was accepted as of February 17th, 2001, 12:00 P.M..

Discussion ensued as to the formulation of the stated petition and it was determined by both Boards after executive session that the petition was accepted, any and all directives, policies, and procedures relative to the recall special meeting was the sole responsibility of the respective Boards. The petitioners had no power nor responsibility after the submission of signatures.

The chair was passed to Justin Franz, and after inter-board discussion the following procedures were established:

The nominating committee was directed to search, recruit and interview qualified candidates for an election if the recall was successful.

The emphasis remained focused on normal recuitment for the Annual Meeting vacancies which become open on June 23rd, 2001 regardless of the recall outcome. A deadline of March 9th, 2001 was set for the submission of candidates, with floor nominations welcomed and allowed.

Two separate proxies along with an informational letter will be mailed 1st class 30 days notice, to all G.V.M. Road and Recreation and Water and Sewer members. This mailing will include appropriate instructions/information, and potential candidates for election.

Ralph Goble moved to set April 28th, 2001, 9:00 A.M. as the Special Meeting for the purpose of recalling the Water and Sewer Board of Directors, Keith Weeks second. UNANIMOUS.

Merle Niehaus moved the identical motion above for the Road and Recreation Board, Gene Carroll second. All in favor except Peggy Bahus opposed.

Ralph Goble moved to mail the Viewpoint as the scheduled March/April issue with the initial notice of the Special Meeting April 28th, the formal 1st class mailing 30 day notice with all applicable information to follow as a special mailing, Alinea Coy second. UNANIMOUS.

Gene Carroll moved the identical above, Merle Niehaus second, all in favor except Peggy Bahus opposed.

Ballots were determined, separate for each Association, also separate proxies which must be notarized, proxies will be non-directed.

Ralph Goble moved for separate proxies relevant to the Water and Sewer Association, non-directed, and separate ballots, Jerry Eubanks second. UNANIMOUS.

Merle Niehaus moved the identical motion above relevant to the Road and Recreation Association, Gene Carroll second. All in favor except Peggy Bahus opposed.

The 2001-2002 Nominating Committee was directed to establish a bi-partisan vote counting committee (with equal representation of opposing groups) and establish post-election procedures.

A free notary will be available in the G.V.M. office, ballots and proxies will be available at the office, and all proxies must be received by the G.V.M. office by the close of business Friday April 27th, 2001 at 4:30 P.M. so they can be verified.

Discussion followed as to the designation of one pro-recall receiver, and one against recall receiver for persons wishing to vote by proxy with no available designee.

Gene Carroll moved to adjourn, Tim Simpson second. UNANIMOUS.
