CALL TO ORDER:
Quorum was established. Jerry Eubanks called the meeting to order at 9:06 a.m.
ANNOUNCEMENT: Chuck Huddleson announced that Marilyn Buhrman has been appointed as interim Road & Recreation Board member to fill the vacancy created by the resignation of Jack Reynolds. The vote of R&R was unanimous. (enclosed)

REVIEW MEETING MINUTES DATED OCTOBER 20TH & NOVEMBER 2ND:

moved to accept the minutes of October 20th, 2002 as written, motion
passed, Gus Eykholt and Marilyn Buhrman abstained.

TREASURER’S REPORT:
Tabled to next regular individual meetings.
MANAGER’S REPORT
The R&R Audit is complete and submitted, W&S still pending, estimated completion date 2-3 weeks.
Both Budget Committees have been implemented, estimate on rough draft for each 2-3 weeks out.
Fire Barn retrofit 75% complete, still needs trimmed, floor painted, and final touches bath/kitchen. Larimer County Planning has received an anonymous complaint concerning the retrofit on the community center. The manager will research and determine what the county requirements are. Upcoming projects to include fencing off the recycle bin, install picnic tables at two lakes, re-roof the Batterson outhouse, stain office, then spring commence work on major roads, S.I.A., and W&S capital.
The Secretary position has received 6 applications to date, interview process to commence within two weeks.
The Trash Facility is again experiencing abuse, it will locked the week of February 26th, 2002, and we will then conduct random checks on all users.
The company insurance policy for 02-03 has been renewed with a 27% increase overall, except the D&O premium which has dropped 20%.
Tentative Court date concerning the Parker litigation is scheduled for March 4th, 2002 depending on court cancellations, the next concrete trial date is May. Pre trial negotiations are set for February 26th, 2002. The suit could still be altered/dismissed in part at the Judges discretion.
Please be informed I am receiving numerous complaints on 4 wheelers and recreational vehicles, the Road and Recreation Board will discuss next month.
The driveway plowing has generated interest, 25 residents have signed to date,
we hoped it was like washing your car (it rains) but no such luck to date.
The D.O.W. is researching alternative methods of control in regards to the wasting disease in deer, one potential avenue would be to open up hunting within highly populated areas such as Glacier View, Crystal Lakes, Red Feather, etc. Harvest would be restricted to short range weapons: archery, black powder, etc. To clarify if you as a property owner wanted to hunt your own land it would be permissible, but only if the R&R Board condoned such action. The theory is that at least if animals need to be harvested the meat is not wasted.
As a note of personal opinion, we are again on the edge of a water shortage, this is three in a row of below average snow pack. We are now drinking last years moisture, little has fallen this year. Please take notice of such and change your water usage habits, please conserve water for the future use of your grandchildren.
OLD BUISNESS:
Gus Eykholt moved to accept the Nominating Committee Charter and Chair. Road and Recreation unanimous. Water and Sewer unanimous. (enclosed)

Discussion was held on the current status of the Personnel Committee, I.E. is it necessary? Consensus held that Boards can handle all functions of the committee in house.
Chuck Huddelson moved to disband the Personnel Committee. Road and Recreation unanimous. Water and Sewer unanimous.
Jerry Eubanks commented that G.V.M. still needs to address the area of improved benefits to retain long term employees.
Discussion was held on the current status of the Litigation Committee, I.E. can the Board meet as a Committee but not as a meeting of the Board?
Chuck
Huddelson moved to contact the D&O Attorney to see if G.V.M needs to keep
the Litigation Committee Viable. Water
and Sewer unanimous. Road and
Recreation unanimous.
COMMITTEE REPORT’S:
Mr. Carroll of the Rules Committee reported that the Road & Recreation response to the Management Audit has been accepted and is under review, Water & Sewer to be presented during Special Session, reciprocal responses pending if applicable.
Robin Phillips reported the Nominating Committee is searching for 5 candidates in both W&S and R&R, any and all interested candidates can contact the office for information.
NEW BUSINESS:
Discussion was held and opinions stated that the new By-law provision which requires both Budgets to the Boards at least 4 months prior to the Annual Meeting is not practical because of fiscal year end in relation to the normal annual meeting in June.
Gus Eykholt moved to make an emergency amendment to both Water & Sewer and Road & Recreation By-laws to edit article 10.1,B.1., to eliminate the 4 month requirement, but still adhere to the 30 day first class notification by mail to members of the proposed budgets. Road & Recreation unanimous. Water & Sewer unanimous.
The Board requested that the Rules and Regulation Committee instigate the formal revision process, and place on ballot for the annual in June.
Discussion was also held on removing the stated 5 member requirement of the A.R.C. Consensus held that this requirement is to restrictive and might be impossible to fill during some tenure, or might require more than five during others.
The date of the Annual Meeting is set for Saturday June 29th, 2002 at 9:00 a.m. registration starts 8:00 a.m. The next Joint Meeting is set for Saturday April 20th, 2002, 9:00 a.m., the next regular R&R meeting is March 30th, 2002 at 9:00 a.m., and the next regular W&S is set for March 13th, 2002.

moved to engage the corporate attorney to file a blanket lien amended if legal
to include all ratified contingent W&S members, and R&R special members
if applicable. Road & Recreation
