JOINT MEETING MINUTES
November 21, 2007

CALL TO ORDER:

Bob Naftzger - President, Road & Recreation Association, called the meeting to order at 3:00 p.m. All were present except for Randy Mae and Jack Carroll who were excused. A quorum was established.

REVIEW MEETING MINUTES DATED April 18, 2007:

The Board accepted the minutes as written by consensus.

TREASURERS REPORT:

Tabled to individual meetings.

MANAGERS REPORT: Steve Horsmon, G.V.M. Manager, presented the manager’s report

General Office and Budget Updates:

  1. New Collection Agency (Bonded Assured) is proceeding with lawsuit against a resident at Filing 10, Lot 39 unless a payment plan is arranged (~$6,600 total owed). They also own unimproved Lot 27 in Filing 8. Two other residents turned over to this agency have either paid in full or are on a payment plan.
  2. November Viewpoint is complete and at the printer. Should be mailed by 11/29/07.
  3. New board member educational information is provided on new law changes regarding foreclosures within HOA’s
  4. New GVM map project on hold until county addressing project is done next summer. Need to conserve maps until then.
  5. We are planning to address/experiment with repainting the basement walls showing the water damage. Research indicates it is not mold, but "effluorescence". (I have literature for those interested)
  6. All radios have been retuned or repaired by Collins Communications at total cost of $500.
  7. 1999 Dodge dump truck and 2000 GMC pickup are complete through the body work repairs from last winter’s damage.

Road and Recreation Association

  1. Riddle Lake repairs done as described in my email to board members.
  2. Parnassus Ct. culvert and black base applied. Court was rerouted due to property line issues.
  3. Gate 5 hill has been widened to improve safety on Mt. Harvard Dr.
  4. New culvert installed and road built up at Crestone and Mt. Harvard to prevent washout.
  5. Planning to blackbase Gate 3 entrance and fix approach to mailboxes for plowing.
  6. Riddle Lake mailbox cover is completed and final county inspection passed.
  7. I recommend that GVM install signs next fall to instruct wandering hunters where the forest and GVM boundaries are. Complaints have been numerous this year regarding trespassing on private property.

Water & Sewer Association

  1. Two more water main leaks occurred – one in the 4th Filing and one in the 12th Filing. We will need to make Mt. Massive, Sunlight Cir., and Pyramid Ct. priorities for our next deep bury project.
  2. Pressure tank has failed in the Lower 8th Filing pump house. Replacement costs will be about $1000.
  3. Septic truck has had one offer of $3500, but the buyer has not contacted us since the offer.
  4. 9th Filing pump house exterior repairs and repainting completed.
  5. 12th filing leach field excavated to prevent water runoff and additional dirt added to increase infiltrator coverage. Used leased track hoe from the lake repairs for this project.
  6. LID vote passed! Meetings with county and state are coming up in December to plan the financing and final design bidding process.
  7. Old Upper 8th pump house has had insulation and fill dirt applied to shallow pipes to allow us to turn off heat tape there.

Follow-up lead and copper tests in November have shown a 50% reduction since we have increased the ortho-phosphate injection rates.

NEW BUSINESS:

  1. Discuss holiday schedules/holiday pay
    The Boards agreed to share the cost of employee bonus of $250.00 for each full-time employee and $50.00 for the part-time employee. Also, provide one additional holiday during the season. The office will remain open on the extra day and the day will be treated like a floating holiday to be taken at the employee’s discretion.
  2. Discuss backhoe condition and possible joint effort to replace it: Presently the backhoe is in poor condition and poses a safety risk. Gary Ellerman informed the Boards that we should be able to find a used replacement for approximately $57,000. The Boards agree that the backhoe should be replaced. They also agree that the backhoe is a shared asset and the costs should be shared between the Associations. Additional time is needed to decide how to appropriately divide costs. Further discussion tabled until next meeting.
