CALL TO ORDER:

Bob Naftzger called the meeting to order at 6:33 p.m. All were present except for Gene Watt, and Frank Winter who were excused.

REVIEW MEETING MINUTES DATED June 08, 2004: Minutes approved by consensus.

PUBLIC INPUT:

Mr. Duice, a representative of the Colorado State Forest Service, discussed the proposed fire prevention plan for the summer of 2005 south of G.V.M. Public comment was invited.

TREASURERS REPORT:

Tabled to individual meetings.

MANAGERS REPORT:

Mike Perry, C.P.A., completed the Road and Recreation year-end financials for 2003-2004. The treasurer’s reports are tabled to the next individual meetings. The Water and Sewer year-end financials will be completed in November.

Gus Eykholt and crew will replace an additional 575’ of Buck and Rail on Tuesday, October 26. All volunteers welcome.

Please note the meter installation deadline is past (October 01, 2004) on January 01, 2005 all properties without a meter serial # on file and a meter reading remitted will be assessed double dues structure.

The absolute deadline for articles in the winter addition of the View Point is November 10th, no exceptions.

Due to a shortage of vaccine the Flu Clinic has been cancelled.

We are still experiencing abuse at the trash facility, and have sent cancellation notices to non-paying members.

The office is still experiencing computer problems. I will estimate the remedy and inform the Boards

.Public Note: The Association is no longer offering driveway plowing. Contractors are on file at the G.V.M. office.

The Board by consensus agreed to look into the cost of replacing our present computer setup. Bob Naftzger will get figures and report back to the Board members.

There was discussion of putting a camera at the trash facility. Tom Hackman will research the feasibility and cost of a surveillance camera and report back at the next Road & Recreation Meeting.

There was discussion concerning a chain link fence and what is being done about it.

OLD BUSINESS:

A) Road & Recreation: Commercial road impact fee bill was sent to the Cottonwood Hollow Restaurant for the increased dues. The letter was refused.

NEW BUSINESS:

GMM Member Charles Hicks petitioned the W&S Board to waive the membership requirements of his property. The Hicks Water Well Permit predates the Augmentation plan.

Tabled to individual water and sewer meeting.

R&R variance 12-241: Tabled until the R&R Board members visit the location.

Next Joint meeting will be January 19th, 2005.

The main entry sign into Glacier View is dilapidated and needs to be replaced.

Rough cost estimate is at $400.00 materials only. The condition of the sign is beyond effective maintenance.

Bob Naftzger moved to split the cost of the G.V.M. sign with W&S. Unanimous-motion passed

Jerry Ryan moved to split the cost of the G.V.M. sign with R&R. Unanimous- motion passed

The Boards adjourned into executive session @ estimated 7:55 p.m. to discuss personnel issues.

Regular session re-convened @ estimated 8:25 p.m. Due to the late hour and resignation of the manager the Boards scheduled a Special Executive Joint Board Meeting for 11/01/04 @ 9:00am to continue meeting.
