CALL TO ORDER:
Frank Winter – Vice President, Water & Sewer Association, called the meeting to order at 3:02 p.m. All were present except Randy Mae, who resigned, and a quorum was established.

REVIEW MEETING MINUTES DATED: May 21, 2008:
Frank Winter motioned to accept minutes, board members Jere Wallack and Tom Willard abstained, motion passed.
TREASURERS REPORT:
Water and Sewer:
Jim Petrie presented the treasurer’s report for the Water and Sewer Association (see attached). Water and Sewer completed the eleventh month or 92% of the fiscal year. It was explained that account 002 expenses are high due to Water & Sewer line repair on Sunlight circle. Account 001 expenses are low partly because our insurance payment has not come due yet.
Road and Recreation:
Mike McKay presented the treasurer’s report for the Road and Recreation Association. (See attached) Road & Recreation completed the second month of the budget year. It was explained that the trash budget income is collected at the beginning of the Road & Recreation billing period. Operating road maintenance is high because of the planned road material expense.
MANAGERS REPORT: Steve Horsmon, G.V.M. Manager, presented the manager’s report:
General Office and Budget Updates:
- Educational article is provided on "Employment Issues in Community Associations". This article may be useful as board members review the current revision of the GVM Employee Handbook.
- Deanna and Mary completed the 08-09 Water and Sewer billing process. Annual meter readings are being recorded as payments are received. Annual Augmentation Report will be sent in December.
- The next Glacier Viewpoint deadline is November 5th. We should consider an article about the departure of Randy Mae and what we’re doing about. Need volunteer author from the board.
Road and Recreation Association
- Completed about $23,000 of black base application on portions of Eiger Road, Bald Mtn. Dr., Culebra Dr., Mt. Massive and Sunlight Cir.
- Part-time grader operator Steve Johnson is doing a good job helping to keep up with road grading. Rainy weather caused him to miss a couple of days, but we did take advantage of the ground moisture.
- Completed culvert installation at Gate 5 and CR74E.
- The kids’ Fishing Derby went well on Aug. 30th at Batterson Lake. Thanks to Floyd Agee, Diane Morrison, and Harold King for all of their help with this.
- Worked with Ecology Committee to draft a one-time letter for properties with serious violations. A 30-day deadline is given for response before addresses are turned over to the county Weed District for further enforcement action. We’ll discuss follow-up procedures at the next meeting on 10/8.
- Planning to mow all greenbelts this fall to help improve health and control weed spreading. We are looking at the cost of a tractor mounted "boom cutter" to allow better mowing of road sides.
Water & Sewer Association
- Excessive water consumption problem in July/August was traced to 2 major residential line leaks (~8000 gals/day). One was excavated by GVM to expose the break. Resident paid for the repair by Livermore Plumbing and for GVM backhoe time. Second leak was under a home. Water was turned off and a free repair was done by Livermore Plumbing due to financial issues with property owner. Sewer problems still exist which need to be addressed.
- State health department engineer completed the first review of the wastewater treatment plant design. Stantec has responded to all comments and we are waiting for State engineering response. Some excavation could occur in October for setting of the tank. Fluidyne does not wish to store the tank at their site if manufacturing is complete. Ed Schemm and the manager negotiated with Stantec to reduce their $17,000 change order bill to $10,000 for extra charges related to changing the site location. The manager recommended to Ed Schemm that this should be payable only at the completion of the project to ensure that enough funds remain.
- Still planning to install automatic shut-off valve for the 7th Filing storage tank. This will prevent large water losses in the tank if there are any main line or service line breaks in the
4th, 7th, or 8th Filings.

NEW BUSINESS:
- Discussion of "Visiting Alpaca" complaint:
After discussion the Road & Recreation board determined that the "visiting alpaca" do not violate the covenants. As long as the Alpaca visit during the day and at no time to be housed at night on the property. Tom Willard, Director, Water & Sewer motioned that the complaint does not have merit as the joint board determined "visiting Alpaca" do not violate the covenants. And, after discussion with the property owner the Water & Sewer Board determined that state water Augmentation plan will not be violated as long as the property owner agrees not to use water from his Glacier View well. Unanimous-motion passed.
- Discuss possible replacement of W&S President Randy Mae (moved out of state).
The board accepted Randy’s resignation and discussed a replacement. Frank Winter, Vice president, will assume the president’s position. The Board will seek out a member to fill the vacant position within 40 days as per the By-Laws.
PUBLIC INPUT:
A member of the audience asked who the present Health Inspector for this area is. The manager stated that Jim Musselwhite still holds the position. There was voice concerning the pink rock, and green t-posts that are lining the sides of the roads. The manager stated that there is a brown rock available for a little extra per ton and will look at using it. The manager also stated that the green t-posts are needed but will consider using less in some areas.
