CALL TO ORDER:

Bob Naftzger - President, Road & Recreation Association, called the meeting to order at 3:00 p.m. All were present and a quorum was established.

REVIEW MEETING MINUTES DATED November 21, 2007:

TREASURERS REPORT:

Tabled to individual meetings.

MANAGERS REPORT: Steve Horsmon, G.V.M. Manager, presented the manager’s report:

General Office and Budget Updates:

  1. It’s time for Budget Committee meetings.  Deanna has completed the budget study reports and meetings will be held in March.  I hope to retain the same chairpersons as last year.  Cal Bruxvoort for W&S and Linda Petrie for R&R.
  2. Mary has updated the GVM Property Owner’s Handbook to reflect changes in 2007.
  3. March newsletter is at the editor and will be mailed in early March.  Article to be published in this newsletter discussing the frozen water/sewer line conditions occurring.  See issues below in W&S section.
  4. Educational article is provided on the topic levying HOA fines.  New Colorado House Bill 08-1135 puts specific requirements on the HOA before fines can be levied.  Current GVM written policies meet these requirements, however, the “right to mediation” clause is confusing.

Road and Recreation Association

  1. Frozen roads have helped keep the washboards away, but they are starting to appear as freeze/thaw cycles begin.  We will use the road boss at key spots to address the problem initially.   We’ll use the grader after deeper thawing occurs and good moisture is available.
  2. Lynn installed the new bulletin boards at Gates 1, 6, and 8 mailbox enclosures and the trash area.
  3. We plan to start a major effort of roadside tree trimming or removal this spring in areas where visibility and road maintenance hazards exist.  These trees are in the road easement area, but we will still attempt to notify residents who are concerned about tree removal at their property lines.

Water & Sewer Association

  1. Sunlight Circle water lines have continued running thanks to the local residents efforts in dripping their faucets.  Repair of heat tapes and lines still planned for this spring/summer.
  2. We responded to *numerous* reports of frozen water lines and sewer lines.  Frozen main lines were repaired at El Diente Ct., Humboldt Dr., and Quandary Court.  Many reports were private service lines.  The GVM policy is that residents are responsible for water and sewer line flows up to the point of connection with the main community line.  We have provided some backhoe and personnel support free of charge in certain cases to allow contractors access for line thawing.  Thanks to the operations guys for the many hours of uncomfortable work in the cold, windy, wet, and dark conditions.
  3. We still have concerns about community sewer lines on Quandary Ct. (8th Filing) and Big Horn Mtn. Ct (3rd Filing).  These lines appear to be broken and will need to be excavated and repaired this summer.  We sent letters to 3 property owners on Quandary Ct. requiring the installation of effluent filters since their systems contributed excess “solids” into the sewer line.  GVM purchased these filters for $37 and required the owners to install them.  Two of the three properties are complete so far.
  4. We worked with Larimer County to complete the LID Loan Application, Site Application, and Environmental Assessment.  These are ready for submission.  The Site Application fee was $7738 which will be reimbursed from the LID loan funds when they become available.  The next fee of $4900 will be due for the State Health Dept. Design Review.  We have also started the process of talking to certified operators to help with the set up and monitoring of the system.  Early quotes are half of the budgeted amount of $12,000.  Construction still anticipated to start in the August timeframe.
  5. Purchase of the new backhoe is complete per last month’s board motion.  It is parked outside for anyone interested.
  6. The revised 2008 water testing plan has been received from the State.  They have finally complied with our requests to reduce testing in the 4th Filing and have added new testing for well #3 in the 12th Filing.
  7. Received approval from State Engineer’s office to allow de-ratification of W&S members on 35+ acre properties which previously ratified.  There are forms to be signed by the W&S board members at the end of the meeting.

     On the subject of Item B. numerous reports of frozen water lines and sewer lines. Frozen main lines were repaired at El Diente Ct., Humboldt Dr., and Quandary Ct.  We have $3,500 budgeted for leased equipment that was to be used for a project on McKenna Ct.  However, we will not be working on the McKenna project this year.  The budgeted money will be used to pay for the steaming of the above frozen lines.   

APPLICABLE COMMITTEE REPORTS

 Glacier Gals:  Vy Osborn spoke for the Glacier Gals. She gave updated health reports on Glacier Gal members. She also outlined various fund raising activities such as recycling cans, pancake breakfasts and potlucks. Vy announced that the Glacier Gals bought $87.85 worth of cookies from the Girl Scouts.

OLD BUSINESS

NEW BUSINESS:

  1. Progress report on horse property change in use evaluation: Bob Naftzger updated the Board on the progress of the table top study and the impact of Alpacas and other livestock.   Bob has been in contact with the State Water Court and the original developer of Glacier View Meadows. Bob is also investigating the possibility of allowing members with horse properties to sell the horse property rights to a non horse property.    

PUBLIC INPUT:

Linda Adams suggested that an article be placed in the Viewpoint newsletter giving members the choice of having the Viewpoint sent to them in the mail or sent via e-mail.  After discussion it was decided that the staff will place an article and offer the service in the next newsletter.

Jack Carroll asked if there is an artist’s rendition available to show what the waste water facility will look like upon completion.  Steve stated there are photos of the facility.
