CALL TO ORDER:

Bob Naftzger called the meeting to order at 7:20 p.m.  All were present and a quorum established.

 

REVIEW AGENDA:

 No changes needed 

 

REVIEW MINUTES DATED: July 17th, 2004:

Correct “Chisholm “ spelling

The minutes were accepted by consensus.

 

TREASURER’S REPORT:  (See enclosed)

Jim Doran gave a synopsis of the financials year to date all line items within acceptable ranges.  The report was approved by consensus.

 

MANAGER’S REPORT:  (Enclosed)

The manager reported general road maintenance to date at $37,662.00.  The residual of budget will be allocated to the spring of 2004-2005.  Lakes are scheduled for stocking prior to Labor Day.  The D.O.W. has had numerous “bear calls” due to trash being left out and asked as to the potential of mandatory trash membership.  Kent discussed the G.V.M. trash facility and problems concerning “non-household items” being deposited on a regular basis.  The manager also notified the public that no swimming is allowed in Glacier View Meadows Lakes.  The kids fishing derby will be held at Crellin Lake September 4th, at 8:00am, the public is welcome.

The Manager’s Report was accepted by consensus.

 

PUBLIC INPUT: 

Opinions voiced as to weed control, road maintenance, and improvements to the restroom facilities at the Lakes. 

 

COMMITTEE REPORTS:

Ecology Committee:

The Ecology Committee has completed the entrance to the office and petitioned the Board for additional funds to replace $130.00 expended for flora.

Bob Naftzger moved to add $130.00 to the ecology line item for 2004-2005.  - Unanimous - motion passed.

Trails Committee:

A new trail has been extended off the Mt. Moriah trailhead allowing egress to the historic Batterson gravesite.

Special Reports/Glacier Gals:

The pancake breakfast is scheduled for September 6th, 2004 7:00-11:00am.

 

OLD BUSINESS:

 

A) Status of Orientation Booklet/Printing Date, Advertising Revenue to Date:

Funds raised to date for the orientation booklet total $3,900.00. The book will be available Labor Day for distribution.

 

B) Status of General Road Maintenance Projects: See manager’s report.

      

            C) Restroom facility @ Crellin Lake: Complete

           

            D) ATV workshop report:

Discussion was held on ATV (OHV) regulations needed within the subdivision to alleviate continual complaints relative to speed and abusive noise.

Jim Doran moved to approve the OHV registration acceptance form dated 08/18/04 (enclosed) and incorporate the recommendations of the OHV committee edited by Jim Chisholm dated 08/18/04 (enclosed) effective on October 1st, 2004 and a annual renewal fee to be determined. - Unanimous - motion passed

The registration form and plates at a cost of $10.00 and flags at cost will be available in the Glacier View Meadows office.

E) Complaint file – The Board determined that it has no purveyance concerning boundary disputes between private property owners.  The manager was instructed to notify complain tee of Filing 10, Lot 13, stating the same. 

 

NEW BUSINESS:

A)    Status of Trash abuse/Discussion on Mandatory Use

C)     Remove the Lien in Place notification from the R & R annual billing:

The board agreed by consensus to remove the lien in place for normal billing, and insert on delinquent accounts only.
