CALL TO ORDER
Tim Simpson called the meeting to order 9:02 A.M.
Review of meeting minutes dated August 19th, 2000. Merle Niehaus moved to approve the minutes with $29,000.00 stated overage in operating, researched and changed to $29.00, Peggy Bahus second. UNANIMOUS.
TREASURES REPORT
Alinea Coy showed Water and Sewer Association financials thru September 30th, 2000 approved at the February 14th, 2000 Water and Sewer Board meeting. All looked good except a deficit in 001 due to over budget line item categories the prior year.
Merle Niehaus showed Road and Recreation Association financials thru July 30th, 2001. Spending was under budget at the 6 month level in all but maintenance categories. The manager itemized these expenses and stated that the individual budgets per equipment category were at general maintenance levels only, and did not account for long term upkeep nor emergency repair.
A.C.C. REPORT
John Calhoun reported the A.C.C. is still pending litigation in the Emery case, the Road and Recreation Board appointed Allen Curtis as the new member term 2001-2003.
He stated that although the A.C.C. is independent of the Road and Recreation Board, he chairs the committee in subordination and or conjunction with Board directives/cooperation.
The issue of reverting to the old standing committee the A.R.C. was tabled to the next individual Road and Recreation meeting, along with the issue of an impact fee for road damage due to new construction.
New directives on both plan submittal guidelines and quality of the same are to be instituted, along with a submittal deadline of the first Saturday prior to the A.C.C. scheduled meeting. Funds were allocated to send a member of the A.C.C. to a professional covenant enforcement school for training.

ECOLOGY CLUB
The trail system interconnecting G.V.M. in all filings is under research, G.V.M. is lacking easements in some significant areas.
The plant sale is scheduled for Memorial Day, Monday May 28th, 2001 along with the Glacier Gals pancake breakfast. The spring seed mix should also be available at that time.
A notice will be put in the Viewpoint that in the future Larimer County quite probably will require landowners to contain weeds on private property at their own expense.
The Boards were petitioned by the public to add a line item labeled public input to each Associations monthly agenda. Purpose for informational items of Board or community interest. The agenda would be 20 minutes maximum, 2 minutes per person holds the floor. Both Boards accepted the proposal.
The inter-association business on the purchase of the new sewer truck, and swap/sale of the old was tabled to the next individual meetings.
Keith Weeks presented the 3rd rough draft of the Road and Recreation Association By-Laws rewrite for the Board review. The Board requested final public input by March 15th, 2001, and the committee to furnish by April 1st a preliminary proposal to the Board for review.
Peggy Bahus stated she would like an Association Attorney to review the By-Laws and authorize their legality.
Discussion held on how the By-Laws would be implemented, both Boards stated at this time no formal policy was in place, when the final draft is presented the Board will finalize the implementation procedures.
The Road and Recreation Association voted on candidates presented for the Nominating Committee and elected the following: Bill Smith, Joann Weatherwax, and Kelly Curtis.
The Water and Sewer Association elected to instate the same three candidates for a Joint Committee both Boards. The committee will appoint their own chair.
The Water and Sewer Board instated Larry White, Jim Slewizke, and Paul Porter as the 2001-2002 Budget Committee.
The Road and Recreation Board instated Gus Eykhole, Frank Winter, Mike Schutte, Frank McCormick, and Larry White to their 2001-2002 Budget Committee. Jim Lasch is the alternate. The committee will appoint their own chair.
Ralph Goble moved to change the publication of the Viewpoint to quarterly, with a special 1st class mailing for the Annual Meeting, Merle Niehaus second, Water and Sewer voted 3 for, 1 against, Road and Recreation voted 2 for, 1 against, motion passed. Ralph Goble moved to adjourn, Merle Niehaus second. UNANIMOUS.
