CALL TO ORDER:

Linda Adams, Vice President, called the meeting to order at 3:30 p.m. All were present except Rick Snow who had an excused absence and a quorum was established.

APPROVAL OF MINUTES DATED: September 16, 2009

Mike McKay, moved to approve the minutes as written. Unanimous - motion passed

TREASURER’S REPORT: (See enclosed) (Please see the Office for attached/enclosed as none were provided with these minutes)

Mike Mckay presented a synopsis of the financials for the Road and Recreation Association. Road and Recreation completed the 4th month of the fiscal year. Because of the storm in October we have exceeded our budget for contractors. All other accounts are inline with no significant deviations from the budget.

MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report (inserted below).

General Office and Budget Updates:

  1. Construction roll-off dumpster is gone for the winter.
  2. Determined that Citizen’s Printing has all the old GVM map files used for current map design. Gave them design input for the new maps to see if they can edit the old files to accomplish our new design goals. Planning to sell ads on the back of the map to help pay the expense of design and printing. $2500 in ads is possible.
  3. Viewpoint for November is complete and at the editor. Should mail out next week.

Road and Recreation Association

  1. First big storm in October was a surprise in terms of snow amount and wind. The operations guys did an incredible job of staying on top of it until all roads and drifts were cleared. A number of resident questions and concerns came in and are addressed in a Viewpoint article approved by the Board.
  2. We sent the road grader to Colorado Machinery to diagnose the front wheel drive problem which has been intermittent. They discovered a bad connector at the rear wheel sensor system and are attempting to fix it without replacing the entire sensor assembly.
  3. We need to discuss the use of our remaining $20,000 in the road improvement budget for this year. I recommend saving a large part of it to help with anticipated contractor services later this winter. We have already spent $3,600 of our $3,000 budget for contractors.

COMMITTEE REPORTS:

Architectural Review Committee (A.R.C): No report

Ecology Committee: Linda Adams, presented the report for the committee: The Ecology committees plans for spring include the demonstration forest and gaining revenue by recycling branches. Starting with gate 1, the committee members plan to start working at the gates to make them more attractive.

Community Activity Reports:

Glacier Gals: Ginny Blanz spoke for the Glacier Gals. She informed the Board that the Glacier Gals will put $1,000.00 towards covering the front deck at the office. Ginny invited the public to the annual Christmas dinner on December 13th. The Gals also plan on decorating the large tree next to the office for Christmas. Ginny announced she is stepping down as President and introduced Anne Rodenbeck as the next Glacier Gals President. The Board thanked Ginny for her years of service.

OLD BUSINESS:

  1. Property Complaint Status: The manager stated that as agreed the property owners have removed the clutter from around the house and are on a payment plan.

NEW BUSINESS:

  1. Road Improvement and snow removal expense: The Board agreed that it would be in the Association’s best interest to save a large part of the remaining $20,000 in the road improvement budget and if needed use towards snow removal over the winter months. The Board suggested that the staff continue to put road base in problem areas.
  2. Letter to the Board: Jere Wallack submitted a written resignation to the Board. Jere stated that he will be out of Colorado from January through May of 2010. Jere stated that this will be an annual travel time for him. The Board accepted Jere’s resignation and thanked him for his service.

PUBLIC INPUT:

A resident suggested that the T-posts on the road sides be removed. After discussion the Board and the manager agreed to remove the T-posts starting with Bald Mountain Drive. There was discussion concerning the proposed closure of Red Feather School. There was a request that because of the mud that a section of Mount Harvard be cleaned off.

Linda Adams moved to adjourn at 4:09 pm. Unanimous-motion passed
