CALL TO ORDER:

Chuck Huddleson called at 9:09AM.  Quorum was established.

 

APPROVAL OF MINUTES:

October 20th, 2001 minutes corrected to read, “donate” Christmas Trees to Boy Scouts, approved as corrected.

 

TREASURER’S REPORT:

Attached Merle Niehaus reported all spending per line items within budgeted % Y.T.D.

S.I.A. reimbursement for past road work paid for by G.V.M will be allocated for improvements within the 12th filing only.  Treasurer’s Report approved as submitted.

 

COMMITTEE REPORTS:

 

A.R.C. needs new charter approved by Boards.  Tabled to December meeting.  Discussion was held on policy and procedures to levy fines, 30 day notification with time and place for defendant to answer complaint in hearing.  More emphasis on compliance/enforcement procedures.

Merle Niehaus moved to implement A.R.C. recommendations on fines VIA 30 day notification, hearing and appeal in December meeting date.  Unanimous.

 

RULES: (enclosed)

R&R audit on December 1st.  Report submitted to show progress on audit policy and procedures.  Formal audit format presented to the Boards for review and comments.  Said format is extensive, encompassing all aspects of board/office functions, with a written report to follow giving observations and recommendations.  Areas lacking policies and procedures will be addressed.

 

 

GLACIER Gals:

Christmas Party December 8th.  Next meeting November 27th.

 

RECREATION:

No report given.

 

TRAILS: (enclosed)

Trails not allowed on Federal Land, use not prohibited, just formal layout/marking.  Formal designation would require full environmental impact study.  No greenbelts suitable for trailhead parking exist within the 9th,10th, and 11th, filings.  12th  filing has possibilities.  Committee has elected to limit signage and use boxes with maps instead.  Bob Sawyer donated 7 birdhouses for placement along the trailheads.

 

OLD BUSINESS:

D&O Insurance has been secured for $2,213.00 per year (per Scottsdale Insurance).

Merle Niehaus moved that G.V.M Directors and Officers self insured status shall eternally be activated in the event no commercial coverage is in force.  Unanimous.

The $4,100.00 from the sale of backhoe is allocated to capital equipment fund.

 

NEW BUSINESS:

Election of Officers tabled until full slate of directors in attendance.  The current lease on Fire Barn #2 expires 2003.  Brian Gould stated G.V.M. Fire Department would like to negotiate a 99 year lease.  The  Department will be responsible for all maintenance replacement of the facility. Chuck Huddleson and Gus Eykholt volunteered to meet next Fire Board to finalize details.

      Major discussion was held on late fees and penalties.  G.V.M. is currently running almost 10% unpaid R&R dues.  Comments suggested increasing the late charge to push incentive to pay on time.  The Board elected that effective January 1, 2002 a $15.00 per month penalty will apply on all accounts over 30 days late One invoice with late statement will be mailed with said notice.
