GLACIER VIEW MEADOWS ROAD AND RECREATION ASSOCIATION OCTOBER 21ST, 2000 ATTENDANCE: Mark Ahart- President Tim Simpson- Vice President Merle Niehaus- Treasurer Marilyn Buhrman- Asst. Treasurer ( Acting Secretary ) ABSENT: Peggy Bahus STAFF: Kent Christen- Manager CALL TO ORDER: Mark Ahart called to order 9.02 A.M. REVIEW OF MEETING MINUTES DATED SEPTEMBER 16TH, 2000: Motion to
approve minutes as drafted, Tim Simpson motion, Merle Niehaus second.
UNANIMOUS. TREASURES REPORT: Merle Niehaus reported recent financials per Yardi ( see attached ) looked good, dollars to date reflect corrected balances per internal audit, percentages month to date and year to date are incorrect. Research needed to decipher how the system is tabulating, I.E. how it was originally installed to calculate individual category percentages. These financials are available to the public but include a disclaimer as to the percentage calculation until corrected. MANAGERS REPORT: Gallegos Sanitation has verbally warned the G.V.M. manager if it continues to find oil, paint, thinner, tires, ect. in the roll off container G.V.M. could be banned from the Larimer County Landfill. Manager vowed to catch abusers and fine them $500.00 along with termination of trash privileges. The board concurred. Manager Reported: Lakes stabilized, no native fish kill; No audit response to date; personal contact initiated Bulletin boards up, cost $200.00; Work on sewer truck refit in progress, cost $200.00; Fence gate 3 removed; Fall fish stocking $900.00 reallocated to spring; Viewpoint ready to mail; Glacier View Fire Dept. to install fire hydrant at Riddle Lake; Locks changed at office, cost $75.00. Road maintenance to date: 12th filing roads damaged from Deep Bury repaired at a cost of $14,975.00. S.I.A. has committed to reimburse G.V.M. as part of initial project cost. General maintenance to date at $10,800.00 ( Bald Mtn, Montcalm ) special assessments to date $19,260.00 with labor / blade included. Projects Haystack, Carson Pk., portions Horse Mtn., Snowy Range, Red Cloud Pk., James Pk., Mt. Elbert, Rams Horn, and Wetterhorn. GLACIER GALS: The Greening of Red Feather is December 2nd and 3rd., December 9th is Christmas Party, sign up by December 3rd, absolute cut off date, $2.00 per person, sign up at office. ECOLOGY: Trail at Mt. Moriah complete, seed mix for sale next spring, discount plant sale in planning, also unified trail system G.V.M. Weeds assessed per Larimer County, spraying to commence week of 10-23-00. ( See Attached ) In future Larimer County will enforce spraying of roads, G.V.M. must acquire rights to spray, will require By-law change. BY- LAW COMMITTEE: 3 meetings held to date, progression is article by article, rewrite will include definitions, goals of end product is futuristic, stable, and long term. OLD BUSINESS: The board formalized Agenda on November 18th, reiterated purpose is to increase Road and Recreation Dues Cap, not an actual dues increase. The board moved to place on the Agenda for the Special Meeting November 18th: to raise the Road and Recreation Dues Cap to $300.00 improved lots, a yearly budget committee of non board members will recommend the budget to drive actual due structure, and gain approval from the board. Merle Niehaus motion, Marilyn Buhrman second. UNANIMOUS. Proxy is included in Viewpoint, must be notarized, absentee voting per Colorado State Statutes is not required nor will be allowed, only in the absence of a physical meeting. Manager petitioned the board to split funding for the Yardi retrofit. The whole system was programmed incorrectly on implementation. The board
moved to invest $1,500.00 for data entry to update Yardi. Marilyn Buhrman
motion, Merle Niehaus second. All in favor but Tim Simpson opposed. Purchase of a new copier was tabled. The board informed the public on the formulation of the Litigation Committee, purposed to defend G.V.M. against the current injunction. It is separate from the board, can meet with no agenda anytime, anywhere. No Joint Meeting scheduled at this time due to Special Meeting in November. Glacier View Meadows has been Grandfathered under Amendment 24. The board
moved to donated $100.00 to the Cub Scout Pack #86 from the fish budget.
