CALL TO ORDER:
Rick Snow, President, called the meeting to order at 3:04 p.m. All were present except Mike McKay and Cal Bruxvoort who had an excused absence and a quorum was established.

TREASURER’S REPORT: (Please see the Office for attached/enclosed as none were provided with these minutes)
Steve Horsmon presented a synopsis of the financials for the Road and Recreation Association. Road and Recreation completed the 2nd month of the fiscal year with no significant deviations from the budget. During the August 19th meeting Cal Bruxvoort voiced questions concerning the Trash Budgeted Income YTD vs. Trash Expense YTD. After checking with the bookkeeper the manager explained that the income numbers look low because the carry forward line item has to be added to the Trash Budgeted line item to get the total sum of the YTD trash budget.
MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report (inserted below).
General Office and Budget Updates:
- Water and Sewer payments and meter readings are coming in steadily. Mary is entering meter readings "real-time" for our December water report to the state Water Commissioner.
- Deanna has analyzed our current account receivables compared to last year. The trend shows that we are receiving more on-time payments from improved property owners and fewer on-time payments from unimproved property owners. We plan to step up reminder billing and late fee notification to a monthly basis for late accounts. Deanna is currently doing that on a quarterly basis.
- We will have Ryan Rogers working part-time hours until the end of September. He is working on road signs, weed eating, staining, and buck-and-rail fence assistance. Steve Johnson will remain onboard until he has to go back to a 5-day work week with the county.
Road and Recreation Association
- Road grader 6-wheel drive system seems to be working correctly now and no further repairs are needed. I am negotiating with Colorado Machinery on final charges because of unreasonable time taken the troubleshoot the problem.
- Applied new road base to portions of Eiger Rd. and Bald Mtn. Dr. $38,000 remain in the budget for road base material. Will discuss further during new business discussion. Data for the discussion is as follows:
- Each tandem dump truck carries about 15 tons or 11 yards of road base
- Each delivered truck-load costs about $240 for either recycled asphalt or inexpensive road base ($4.50/ton)
- One truck-load delivers enough material to cover a 20 ft. wide road, 6 inches uncompacted, 30 ft. long.
- Using the above numbers, it costs about $800 for every 100 ft. of road or about $42,000 for each mile of road. This doesn’t count operator and grader costs.
- Adding material at thinner rates does not accomplish the goal of providing a long lasting, gradable road surface.
- With our current budget, we might consider applying a proper thickness of material in the highest traffic/low quality road areas.
- Sent second letter to the owners at Filing 7, Lot 53 levying a $250 fine for not cleaning up as required. They phoned the office to inform me they do not plan to pay the fine and complained about other violations that should be addressed also. I recommend consulting our attorney on next steps per the procedure for enforcement.
- Began using TREX material for new street signs. The cost per sign is more expensive than redwood, but they hold paint very well and will require little to no maintenance
- Fishing derby was held on Sept. 5th. and was a lot of fun with lots of happy kids. Thanks to Rick Snow, Helen Petrak, Stan Przygoda, Diane Morrison, and Larry Soucek for all their help!
On the subject Item C: The Board discussed filing 7, Lot 52 and agreed that the Association should continue to follow the guidelines that are in place to force the owners to comply with the rules and regulations of the Association. Jere Wallack moved to direct the manager to contact the GVM attorney for legal guidance thru the next steps of the enforcement procedure. Unanimous-motion passed.
COMMITTEE REPORTS:
Architectural Review Committee (A.R.C): None.
Ecology Committee: Judd Adams, Chair, presented the report for the committee: Judd attended the Mountain Pine Beetle (MPB) informational meeting held in Livermore where Dave Leatherman, Forest Entomologist, was the speaker. Beetles mostly fly in Lodgepole in July, mostly fly in Ponderosa in early August, and that they normally do not move more than a mile or two under their own wing power. This year the beetles got caught in the air stream and are higher than usual and in some cases are flying up to 7 miles. If you live on the west side of Red Feather Lakes, the west side of Estes Park, you might want to consider preventively spraying (in May-early July) your big diameter, high-value pines of any species. For a long term remedy thin susceptible stands. Leave well spaced healthy trees. Treat infested trees by cutting them down and chipping, burying, or debarking the infested wood prior to beetle emergence. These steps eliminate a source of infestation for other trees. Once MPB infests a tree, nothing practical can be done to save that tree. These trees pose a high fire risk and should be removed from the area.

Road Material Strategies:
Are we budgeting enough funds for maintaining Glacier View Meadows (GVM) roads? Board members asked the manager to describe the overall conditions of GVM roads. The manager named roads that have areas with very little road base and the rocks underneath make it difficult to grade the road properly. There is about $38,000 left in the budget for replacement materials. It will cost about $42,000 for each mile of road base material. Board members discussed various strategies for keeping roads maintained including purchasing a trailer to haul water, special assessments, flag and repair problem areas on an as needed basis. The manager will continue to identify problem areas and keep the Board and Budget Committee informed of funding needs to keep the roads in good shape.
PUBLIC INPUT:
A resident suggested culverts and drainage be fixed before adding materials to the roads.
