CALL TO ORDER:
Rick Snow, President, called the meeting to order at 3:50 p.m. All were present and a quorum was established.
REVIEW AGENDA:
New Business add 8C Grading policy
APPROVAL OF MINUTES DATED: July 16, 2008
Rick Snow, moved to approve the minutes as written. Mike McKay, was not present July 16, 2008 and chose to abstain, motion passed. Note: Correct July 16 minutes to reflect that Jere Wallack was not a Board Member on April 16, 2008 and chose to abstain.
TREASURER’S REPORT: (Please see the Office for attached/enclosed as none were provided with these minutes)
Mike Mckay presented a synopsis of the financials for the Road and Recreation Association (see attached). Road and Recreation completed the first month of the fiscal year general income total at 87%. There are no significant deviations from the budget. The Board reviewed the Treasurer’s report no objections were noted.
MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report
General Office and Budget Updates:
- Educational article is provided on the "Top 10 Document Amendment Myths and Misunderstandings".
- Renewed our combined Liability Insurance policy at a slightly lower rate than last year ($11,692 premium). Directors and Officers policy renewal is in process.
- Glacier Viewpoint is at the printers and will mail out this week.
Road and Recreation Association:
- As discussed previously, we have hired GVM resident, Steve Johnson, as a part-time road grader. He will work Friday and Saturday for 60-90 days. Pay level is $15/hr. He has been added as a driver under our auto insurance and to our Pinnacol Workman’s Compensation policy. Steve is an experienced road grader and works full time for Larimer County.
- For the 2008-2009 billing period, we have received $254,037 of the $293,400 billed which is 87%. Late notices sent this month are bringing in more payments.
- The kids’ Fishing Derby is scheduled for Aug. 30th at Batterson Lake. Lake stockings scheduled for week of 8/25. 300 lbs. in Riddle, 100 lbs. each in Crellin and Batterson lakes.
- Completed road grading at Eiger Rd., Montcalm Dr., and Mt. Moriah. Added road base to Mt. Massive and Sunlight Circle project area. Added road base in 12th filing to correct a major drainage problem.
- Completed build up of road depth on Culebra Dr. and Quandary Ct. Planning to add black base.
- Community Work Day and Hazardous Material clean-up day occurred on 8/16. Thanks to all volunteers and to Mary for working with Larimer County on the HazMat clean-up day.
Note: 100 cars took advantage of the Hazardous Material clean-up day. Larimer County was impressed and plan on being back next year.
COMMITTEE REPORTS:
Architectural Review Committee (A.R.C): No report
Ecology Committee: Judd Adams, Chair, presented the report for the committee.
Judd gave a synopsis of the committee activities: Weed mapping is complete for the 5th, 9th, 10th, and 11th filings. Other filings are mapped but reports are not turned in yet. The committee has sprayed and weed whacked Crellin Lake and the community leach field also weed whacked the trail around Batterson Lake. The Committee stayed busy road side spraying and are seeing weed reduction in some areas. The committee’s next project will be mapping overgrazed horse properties.

OLD BUSINESS:

NEW BUSINESS:
- Appointment of new ARC Chairman Volunteer:
ARC committee member Jerry Blanz, volunteered to chair the committee. Mike Mckay moved to appoint Jerry Blanz the Architectural Review Committee, Chairman. Unanimous motion passed.
- Review of GVM Employee Handbook: Steve Horsmon brought attention to the fact that the handbook does not reflect current policies. Steve asked about vacation time for employees who work 10 years plus. Also, there is not a written funeral leave policy. After much discussion the Board formed a committee to review and revise the handbook. Committee members are: Water & Sewer Board Members, Jerry Wood and Tom Willard. Road & Recreation Board Members, Linda Adams, Mike McKay and Jack Carroll.
- Grading Policy: Linda Adams mentioned that the driveway into the Glacier View office is in poor condition and maybe it should be a priority for repair. The manager stated that the roads are being graded and will reach this area soon.
It is difficult to keep a regular grading schedule. There are 68 miles of road, and conditions such as staff availability, equipment, and moisture determine road grading priorities.
PUBLIC INPUT:
Diane Morrison voiced concern about the weed growth in the 6th filing greenbelt. Mike McKay asked Judd Adams if the Ecology Committee could place weed management reminders on the bulletin board as you go into the trash area. Example: Time to spray for thistle with the beginning and ending months.
