CALL TO ORDER:
Rick Snow, President, called the meeting to order at 3:17 p.m. All were present except Linda Adams who was excused and a quorum was established.

APPROVAL OF MINUTES DATED: July 15, 2009

TREASURER’S REPORT: (Please see the Office for attached/enclosed as none were provided with these minutes)
Mike McKay presented a synopsis of the financials for the Road and Recreation Association. Road and Recreation completed the 1st month of the fiscal year. Cal Bruxvoort voiced questions concerning the Trash Budget YTD vs. Amount billed. The manager will check with the bookkeeper for factual answers.
MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report
General Office and Budget Updates:
- Road and Recreation 09-10 billing collections are coming in at 2% below last year at this for the end of July report. No major concerns about this as many late payments have been already been received in August.
- Larimer County Workforce summer intern, Josephine Davis, ended her work term on 8-14-09. She made great contributions to both office efforts and our operations inventory organization.
- We still have Steve Johnson and Ryan Rogers working part-time hours to help with grading, mowing, signs, and carpentry at the wastewater plant.
Road and Recreation Association
- Road grading continued in the 9th filing and some new applications of road base and black base in the 8th, 9th, and 12th filings. Grader repairs are in process for the 6-wheel drive system which isn’t working at all. This is badly needed for snow plowing. Estimated repair cost could be around $4,000.
- Community work day went very well with lots of road sign painting, office cleaning, buck and rail fence work, and Mountain Meeting Place refinishing completed.
- Sent letter and made phone calls to the owners at Filing 7, Lot 53 regarding clean up. They called back saying they planned to take care of everything. As of 8-18-09, the issues noted in the letter have not been addressed. Will go to next step in process after the deadline of 8-21-09.
- Hazardous material clean up day brought 111 cars which is 11 more than last year. Budget issues at the county indicate that this program will not get funded next year.
- New gate signs have been installed at all gates except gate 1. We wanted to put the signs in the island, but this is not allowed by the county. Will probably need to rent a jack-hammer to dig new holes in the current locations of the old signs. Plan to have this done by the end of the month.
- Fishing derby is scheduled for Crellin Lake this year on Sept. 5th. 600 lbs. of fish will be stocked on Sept. 2nd
On the subject Item A. Road grading: Jere Wallack voiced questions concerning road material allocation and the strategy for replacement material. The manager explained that when a problem area is identified base is added. It was suggested that problem areas be flagged and a cost analysis be made and presented to the budget committee. The manager suggested that a meeting be scheduled in September or October to discuss the R&R road improvements and the budget.
COMMITTEE REPORTS:
Architectural Review Committee (A.R.C): Jerry Blanz, A.R.C., Chairman, spoke for the committee. The ARC received 4 applications at the August 5th meeting. 1 Residing & painting of a residence, 1 Garage, 1 shed, 1 loafing shed and fence. All were approved with the exception of the loafing shed and fencing that requires a site visit prior to approval.

COMMUNITY ACTIVITY REPORTS:
Glacier Gals: Ginny Blanz, President, reported for the Glacier Gals: Ginny applauded the volunteers (20) for a successful community workday. Ginny invited the membership to the Labor Day Pancake breakfast being held September 05, 2009.
