CALL TO ORDER:

Bob Naftzger, President, called the meeting to order at 3:43 p.m. All were present, and a quorum was established.

APPROVAL OF MINUTES DATED:

July 18, 2007 Minutes were reviewed and accepted as written by consensus.

TREASURER’S REPORT: (Please see the Office for attached/enclosed as none were provided with these minutes)

Rick Snow presented the treasurer’s report for the Road and Recreation Association (see attached). Road and Recreation completed the first month of the fiscal year. Operating Road Maintenance is at 41.1 % and high due to the black base project on Montcalm. There are no other significant deviations from the budget

MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report

General Office and Budget Updates:

  1. Completed transfer of $50,000 to Road and Recreation capital fund per board motion.
  2. As of 8/11/07, we have collected 85% on-time payment of the 07-08 Road and Recreation dues.
  3. T. Charles Wilson, our current insurance agent, submitted quotation from Philadelphia Insurance to combine property, liability, auto, and D&O insurance. The annual premium total is nearly $1000 less than previous carriers. I did bind the coverage under the new policy.
  4. Board member educational information is provided featuring an article on board member roles outside of official meetings.
  5. Community Waste Clean up Day: With the Boards permission we want to organize a day next year for hazardous material clean up. Larimer County has limited off-site program, they set up two, free of charge, clean up sites per year. The Board agreed by consensus that the manager should apply for the off-site program.

Road and Recreation Association

  1. Major Montcalm Dr. road work is finished up to LeConte Dr. Need to discuss the remaining road budget and locations for the application of recycled asphalt.
  2. The manager reported that there is $24,000 left in the road materials budget and asked for an additional $4,000 to complete another 400’ of Montcalm. This will leave$20,000 in the budget. We would like to put an apron at gate 3 and spend up to $8,000.00 at gate 1. The Board agreed by consensus that funds should be under administrative discretion and used where the manager and maintenance staff think the need is the greatest.

  3. Road grader transmission repairs are required and will be paid out of the grader replacement reserves. To be discussed further under new business.
  4. Community Work Day was held on 8/11/07 with many projects completed. A BIG thank-you to the Glacier Gals for helping to organize, provide volunteers, and lunch.
  5. Four letters sent out to properties with weed violations. Working with ARC to complete survey of GVM for inoperative vehicles and abandoned campers. Plan to send all of these letters out by the end of month per board motion last month.
  6. Working with a number of residents who are requesting help from the R&R Association regarding storm run-off affecting their properties. We are reviewing options with these residents. There are places that it makes sense not to have a culvert due to the fact that it will get clogged up in a year’s time. In these places a drainage pan made of concrete or asphalt might work better to divert water.

The Board has no objection to testing a pan vs. a culvert.

COMMITTEE REPORTS:

A.R.C: (Architectural Review Committee) No Report

Rules Committee: No Report

Ecology Committee: Judd Adams, chairman, presented the report for the committee.

Judd presented a synopsis of the Ecology Committee activities concerning noxious weeds. For many years we have contracted with the County to spray weeds along the roads. However, this year we are using a private contractor since the County no longer provides this service. The Ecology Committee suggested purchasing proper weed spraying equipment and in the future look at the possibly of spraying our own weeds.

The Ecology Committee has been busy inspecting properties for noxious weeds from the road, taking photographs, and completing weed violation forms to be sent to property owners. The Ecology committee members are available to visit properties to discuss weed management options. There are several tools including weed whackers, herbicide tanks, and herbicide spray available at the Glacier View office for check out.

Glacier Gals: Ginny Blanz, President, spoke for the committee:

Ginny thanked everyone for participating in the community workday. Ginny suggested that afternoon activities be assigned next year. Ginny painted the recycle area in hope of encouraging resident participation.

OLD BUSINESS:

  1. Discussion of Rules Committee Recommendations from May, 2007 meeting: In order to discuss the recommendations, the Board agreed to hold a working meeting on 09/19/07 at 2:00 pm.
  2. Fireworks donation request: Char Tipton asked the manager if G.V.M. would consider donating money to the annual fireworks display. Tabled discussion until the April, 2008 meeting.

NEW BUSINESS:

  1. Review of road grader repairs and long term investment reserves: The "clutch pack" rebuild is going to cost around $17,000 - $21,000. We have $75,000 in capital reserve for the grader replacement and this is the obvious source of funds. The grader is a 1995 model. A newer grader can run from $100,000 to $150,000. The mechanic stated that with this repair the grader should last 8 to 10 years. The manager reminded the Board the grader has had many repairs in the last two years to extend its life and the capital reserve fund for grader replacement is being depleted.
  2. The Board discussed future options i.e., budget committee establishing a budget plan for grader replacement, trade in value vs. keeping the grader as a spare.

  3. Letter from concerned residents in the 8th Filing: The Board examined the facts and agreed that the Association is enforcing the covenants. The other items listed in the letter do not fall under the Association’s authority and should be handled by law enforcement.

PUBLIC INPUT:

Gus Eykholt publicly thanked the volunteers who helped work on the buck-n-rail fence over the summer.
