CALL TO ORDER:
Rick Snow, President, called the meeting to order at 3:39 p.m. All were present except Mike McKay who was excused. A quorum was established.

APPROVAL OF MINUTES DATED: April 16, 2008
Minutes were reviewed and accepted as written by consensus. Jere Wallack was not a Board Member on April 16, 2008 and chose to abstain.
TREASURER’S REPORT: (Please see the Office for attached/enclosed as none were provided with these minutes)
Rick Snow presented a synopsis of the financials for the Road and Recreation Association (see attached). Road and Recreation completed the twelfth month of the fiscal year. General Income total income is at 109.4%. The overage is attributed to more than expected debt collection, foreclosures, property transfers and late fees. Total expenses at 90.56% are lower than expected.

MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report
General Office and Budget Updates:
- Annual Meeting went off without a hitch thanks to great preparation. Thanks to Mary and Deanna for all the organization they put into the meeting.
- Roll-off dumpster is working out well and, so far, we are collecting enough to pay for each dumpster haul without subsidizing.
- Educational article is provided on the topic of optimizing association committees.
Road and Recreation Association:
- We have ended the 07-08 budget year in very good standing. We have earned more income than planned and spent less than planned. This will allow for a carry-forward amount of $135,000 into next year’s budget. We also collected 98.8% of R&R dues billed compared to a historical average of 95%.
- For the 2008-2009 billing, we have already received $197,750 of the $293,700 billed which is 67%.
- With good moisture in the roads, we completed major grading in the 9th, 10th, 11th, and 12th Filings. Hot and dry weather is making roads go bad quickly.
- Completed Gate 3 black base application and mailbox parking improvement. Installed new mailbox mounting posts and relocated them.
- Purchased 200 more 16’ corral poles for buck and rail fence projects. Cost was $1400 to capital.
- Completed quite a bit of mowing, weed eating, and new road sign work. Lynn will be working at the 7th Filing leach field and Crellin drainage area this Saturday with the Ecology Committee. More road side weed spraying needs to be done and we will start doing more of that in the last half of this month.
On the subject of item E.: Linda Adams brought up the fact that the section of fence at Gate 4 is the only section of fence in GVM that is not buck and rail. Rick Snow, moved to replace the current fence with buck and rail. Unanimous-motion passed.
COMMITTEE REPORTS:
A.R.C: Architectural Review Committee: No report
Steve Horsmon informed the Board that the ARC Chair, Kelly Fox, stepped down as chair. The ARC is presently recruiting a committee member to accept this position.
Ecology Committee: No report
Linda Adams chose this time to inform the Board that teenagers were using the picnic table at Batterson Lake as a diving board. Linda informed the kids that there is no swimming allowed in Glacier View Meadows Associations’ lakes and asked them to put the picnic table back. The Board discussed replacing the picnic table with a concrete table.
Glacier Gals: Ginny Blanz, President, spoke for the Glacier Gals: The Glacier Gals are getting prepared for Community Clean up day by making signs to advertise the event and calling residents to remind everyone that Hazardous Waste Clean up day is August 16th , 9:00 to 2:00 pm.
Ginny asked about the status of the GVM entrance gates. The manager reported that a mason will start repairing the brick in two weeks. After the brick is repaired we will look into the next phase of replacing the existing wood with metal.
OLD BUSINESS:
- Discuss and Approve 2008-2009 Road and Recreation budget presented at the Annual Meeting: Linda Adams moved to approve the budget as submitted
- Despite last year’s recommendation for an increase this year, the committee does not recommend a dues increase for 08-09 fiscal year. Dues should remain at $300/yr. The budget carry-forward was better than expected and was helped by the 07-08 snow removal assessment.
- Recommend a $50,000 contribution to the 08-09 capital reserve funds.
Proposed annual road maintenance material budget increased from $60,000 (last year) to $70,000 to allow for additional road repairs needed after frozen pipe excavations.
- The 08-09 budget carry-forward decreases in the 2009-2010 budget. The committee anticipates a needed dues rate increase of $35.00 in 2009-2010 to allow continued capital reserve contributions at $40,000 in 2009-2010 and
$30,000 in 2010-2011.
- Road & Recreation 2008- 2009 Dues Cap raised to $383.94 in accordance witht he 2007 CPI-U rate of 2.8%. Unanimous-motion passed
- Formally approve board position and decision on soccer field proposal at Gate 5:
Linda Adams moved to approve the Boards decision to disapprove the soccer field at gate 5. Six board members met on Thursday, May 29th to continue the discussion of the soccer field proposal at the Gate 5 greenbelt and voted to disapprove the request. Unanimous- motion passed
Specific Reasons for Disapproval:
- The proposed use is inconsistent in every way with the Greenbelt Usage Policy written by the Ecology Committee and adopted by the R&R Board in 2003. The policy speaks to quiet walks, wildlife, contemplative thought, etc. Kids playing soccer does not fit. The Board is not willing to amend this Policy at this time.
- Safety of kids and highway traffic remains a huge concern. The activity could create a distraction to drivers on Batterson Hill, which is already notorious for its vehicle accidents. Errant balls and kids playing near the road is also a major concern.
- If we allow this proposed exception to our policy it could be seen as a precedent by some and would require considerable explanation to our membership. Others would simply see it as a violation and be upset.
- Granting the proposed exception would not be a long-term solution, which needs to be found sooner or later anyway. Local school grounds seem to be a better choice.
- Local climate and lack of irrigation will cause the area to "run down" and it will not easily recover.
- The lack of usual facilities (bathroom, phone, etc.) has been addressed by some concerned parents and is a valid concern.
- The placement of equipment on the greenbelt (goal nets, etc.) even on a temporary basis could disrupt the abundant wildlife in that area, including the nesting red tail hawks. We realize the wastewater plant construction will also be nuisance, but this is a necessary, short term project.
There was discussion among Board Members on improving our current playing field. Possibly bringing in fill dirt and level entire playing field and make it one big field. Improving the field would make it available for multiple use i.e., baseball, basketball, and soccer etc.
NEW BUSINESS:
- Gate 5 Drainage Issue and Culvert installation: Residents at filing 8 lot 97 asked the board to install a culvert under Mt Harvard Road, in line with the county road ditch.
In preparation for this meeting The Board and GVM Manager consulted with Jim Frick of the County to get his professional judgment on handling the water. The Board and staff also made several site visits to the property and acknowledge that a culvert should be installed. After discussing the options Linda Adams moved that the Road & Recreation Association will install a culvert under Mt Harvard Road at Red Feather Lakes Road. Unanimous-motion passed.
PUBLIC INPUT:
In regard to wood replacement at the entry gates, a member suggested the Association get bids from a new local business. Concern was voiced concerning the weeds in the greenbelts and are we going to mow? The manager stated that the Association will spray the weeds ASAP. A member asked about the status of GVM maps. The manager stated he has not gotten an answer from the County as to when the new addresses within Glacier View will be completed. In the mean time we will get the maps we have copied.
