CALL TO ORDER:
Bob Naftzger called the meeting to order at 9:10 a.m. All were present and a quorum established.

NEW BUSINESS:
A. Budget Committee Proposal: After a thorough review of the Budget proposal for 2005-2006 the Board conducted the following business.
- Jim Doran motioned to ask for a membership vote that effective in the 2006-2007 billing cycle, all lots shall be charged an amount equal to the improved lot dues rate. Unanimous – motion passed
- Jim Doran motioned that effective in the 2005-2006 billing cycle, raise the annual dues to the current dues cap for improved lots from $250.00 to $300.00. Unanimous – motion passed.
- Jim Doran motioned to ask for a membership vote to raise the Dues Cap on Improved lots from $300/year to $350/year and tie this Dues Cap to the Consumer Price Index (CPI). This will allow the Dues Cap to increase with inflation. The Dues Cap would be limited to a maximum of $25.00 in a calendar year. Unanimous – motion passed.
- Jim Doran motioned to ask for a membership vote to raise the Dues Cap on Unimproved lots from $200/year to $250/year and tie this Dues Cap to the Consumer Price Index (CPI). This will allow the Dues Cap to increase with inflation. The Dues Cap would be limited to a maximum of $25.00 in a calendar year. Unanimous – motion passed.
- Jim Doran motioned to ask for a membership vote: "In the By-Laws definition of Membership Categories, define the word "structure" as "any improvement which enhances the value of the property (e.g. permanent structures, power or phone connections, water or sewer connections, excavations for driveways or camping sites)". This change would reclassify some of our existing Unimproved Lots to Improved Lots. Unanimous – motion passed.
- Bob Naftzger motioned to adopt a new "Impact Fee" of $1,000.00 for all new residences built to cover costs of road maintenance and repair. This fee would be non-refundable. Unanimous – motion passed.
- Jim Doran motioned to approve the $37,000 transfer of funds to the capital improvement account. Unanimous – motion passed.
- Bob Naftzger motioned to appoint Bob Issacson as chairman of the Glacier View Meadows, Architectural Review Committee. Unanimous-motion passed
