CALL TO ORDER: The meeting was called to order by Bob Naftzger, President, at 3:29 p.m. All were present except, Larry Peterson and Jim Doran who had an excused absence, a quorum was established.

The minutes were reviewed and accepted by consensus.

TREASURER’S REPORT: (See enclosed)
Bob Naftzger presented the treasurer’s report for the Road and Recreation Association. R and R is in the eighth month of the fiscal year with no significant deviations from budget. (See managers report: Road and Recreation item a.) The report was accepted by consensus.

There was discussion concerning transfer of funds to capital reserve.
It was noted that $37,000 has already been transferred to capital reserve, and if the Board approves we have an additional $8,000.00 available. Bob Naftzger moved to transfer $8,000 from the general operating fund to capital reserve. Unanimous-motion passed.

MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report
General Office and Budget Updates:

  1. Viewpoint newsletter completed and mailed on time. Starting work on annual meeting newsletter now. At this time, there are no issues/amendments up for a membership vote.
  2. Collections process continued on 4 lots in Filing 12 owned by one member. Received for R&R and W&S payment for 207/208 which just sold without our knowledge. Legal counsel is working with owner of remaining two lots 208/209 to pay full assessments plus legal fees.
  3. Contacted last year’s Budget Committee chairmen to see if they would volunteer again this year.
  4. We need to have these budgets submitted for board approval by March 25.

  5. 150 new Property Owner’s Guides have been updated and distribution started. Will put another note about its availability in the June newsletter.
  6. Needed to replace brakes, rotor, belts, and pulley on F350 truck, replace fuel pump on GMC pickup, and repair seats in the Dodge gravel truck. Split with R&R and W&S.
  7. As a part of on going education of Board members, included in the Board packet is a copy of Goldberg’s rules of order for Association Boards.

Road and Recreation Association

  1. Grader repairs and fuel/oil budget line items are at budget maximum and driving our 8 month percentage high. We may need to hold back on some road base expenses to meet budget at the end of the year.
  2. Road and Rec. Rules & Regs. have some inconsistencies with newer policies. To be addressed in R&R New Business item 9b.
  3. Federal initiative to sell National Forest lands may affect GVM. To be addressed in R&R New Business item 9c.
  4. Proposed Larimer County Land Use proposals may affect GVM horse lot owners. To be addressed in R&R New Business item 9d.

End Manager’s Report

COMMITTEE REPORTS:

A.R.C: Bob Isaacson spoke for the ARC committee. There was no business on the ARC Agenda, and the monthly ARC meeting was not held.

Nominating Committee: Linda Carroll presented the report for the committee. The committee has a team four people, Linda Carroll, Gus Eykholt, Dave Doft, and Brenda Kraft. The committee has identified and contacted several possible candidates. On the subject of correcting candidate term discrepancy, Linda asked the Boards of their decision on which board gets a one-year term candidate. The Boards agreed by consensus that the Road and Recreation Board candidate with the third highest vote be elected to a one year term.

Ecology Committee: Harry Corwin spoke for the committee. Harry stated that the first ecology meeting of the season will be held April 5, 2006 @ 7:00 pm at the Glacier View office.

Glacier Gals: Ginny Doft spoke for the Glacier Gals. Ginny stated that the Glacier Gals are in a position to give to charitable causes. Ginny asked Board members for suggestions on projects that the Glacier Gals might contribute to.

PUBLIC INPUT:

Gus Eykholt asked if the forest land in the 6th filing is part of the potential public land sale. Gus stated that GVM has tried to buy this tract of land in the past and felt it would be wise for GVM look into the purchase of the tract. Bob Issaccson stated that only government agencies and nonprofit land trust organizations have the right to buy these properties. Linda Bell noted that the wording states government agencies and organizations have first pick.

There was also discussion concerning the proposed amendment concerning livestock regulations and how the new regulations will affect Glacier View. Bob Issaccson explained to the public what the changes mean. Legally established horse properties will not be affected by the new regulations. However if an existing use of a horse property is abandoned for three years it will fall under the new regulations.

Jim Petrie asked about the status of the shop or new building. Steve stated that because of the $20,000 it will cost to put up a covering for shop vehicles, the Board decided to wait and put that money towards a new building sometime in the future. Jim stated that in his opinion GVM has too many metal buildings and if possible any new construction should be wood.

OLD BUSINESS:

A. Grants for Eiger Road Maintenance: Steve spoke with Dale Miller of Larimer County Road Dept and a person in the County revolving loan department. Mr. Miller made it clear that the County has no intention sharing the cost of maintaining Eiger Road because Eiger Road is an un-maintained road deeded to Glacier View Meadows. On the subject of asphalt, Mr. Miller said the County would not object to asphalt however, the cost of paving would run about one million dollars per mile.

NEW BUSINESS:

  1. Proposed changes to Community System Water & Sewer tap regulation and inspections. Steve asked the Board to review the proposed changes to current policy regulations. The staff prepared a packet of specifications and required parts to help the property owner adhere to GVM regulations. Steve asked the Board to consider amending the Architectural Review Committee (ARC) building application trash deposit form to enforce inspection procedures. After discussion the Board agreed by consensus to the proposed changes.
  2. Road & Recreation Rules and Regulations: The Road and Recreation. Rules & Regulations have some inconsistencies with newer polices. The manager asked the Board to compare the current rules and regulations and amend as needed.
  3. Federal Forest Land Sales initiative. (See public input) The R&R Board takes the position that GVM does have an interest in what happens to the public land that borders GVM. The Board suggested the manager send comments to the USDA Forest Service from Glacier View Meadows stating our concerns including the public use of our private roads to access these properties.
  4. Larimer County Proposed Land Use Code amendments. (See public input) This amendment could affect several lots within Glacier View Meadows. Some of the two horse lots will become one horse lots. The staff will take measures to educate the affected property owners by mailing lot owners a copy of the new regulations and/or putting an article in the view point.
  5. Budget Committee Nomination: Bob Naftzger moved to appoint Linda Petrie as Budget Committee chairman. Unanimous-motion passed.
  6. Annual meeting Barbeque: Bob Naftzger asked the Board members if they as individuals would be willing to pitch in towards the BBQ. All present said yes. Bob asked Steve if he would be in charge of entertainment.
