CALL TO ORDER: The meeting was called to order by Bob Naftzger, President, at 3:45 p.m. All were present except, Larry Peterson who had an excused absence, and a quorum was established.

REVIEW AGENDA: Bob Naftzger asked that the agenda be modified: Under New Business Add B: Grants

REVIEW MINUTES DATED: November 16, 2005
The minutes were reviewed and accepted by consensus.

TREASURER’S REPORT: (See enclosed)

Jim Doran presented the treasurer’s report for the Road and Recreation Association (see attached). Road and Recreation is in the seven month of the fiscal year with no significant deviations from budget. The report was accepted by consensus.

MANAGER’S REPORT: (See enclosed) Steve Horsmon gave the Manager’s Report


General Office and Budget Updates:
  1. Viewpoint newsletter articles input to editor. Goes to print week of 2/13/06.
  2. Foreclosure process continued on 4 lots in Filing 12 owned by one member. Legal counsel discovered that two lots (207/208) were sold in Dec. 2005. Title Company did not request HOA payoff amount. Counsel is pursuing both the new buyers and seller for amounts due, plus legal fees. Still proceeding on other 2 lots – 203 and 209.
  3. Mary completed the revised Property Owner’s Guide. New copies available week of 2/20/06.
  4. Cross-training completed on processing GVM payroll and check writing. Documented procedure is now available.
  5. Deanna began Budget Study data input for upcoming Budget Committee meetings.
  6. Completed new interior paint project in the main office area.

Road and Recreation Association
  1. Continued ARC violation tracking. Three more letters requesting action were sent this month.
  2. Gary’s Road Grading schedule approved last month is underway. Getting good resident feedback.

End Manager’s Report

On the subject of the revised Property Owner’s Guide, Steve discussed the new additions and stated that the book will be available to all property owners at no cost. He noted that the staff sold enough advertising to pay for most of the printing costs. We may charge realtors a nominal fee of $2.00 to cover the rest of the printing fees.

On the subject of the Road Grading schedule, Gary stated that grading roads in such dry conditions is hard on the grader blades also the base is being blown away. Jerry Ryan said he has a friend with a plasma cutter that might sharpen the blades for us. It was noted that we would have to take the blade off and take it to him. Gary told the Board a plasma cutter and wire feed would be a little over $3,000.00. The Board agreed that Gary should look into the actual purchase price of each item.

COMMITTEE REPORTS:

A.R.C: Bob Isaacson presented the report for the ARC committee. The ARC received two applications in the month of January, two houses, one shed, and an enclosure for the United States Postal Service pedestals. All four applications are approved.

Bob answered questions concerning the status of a home being brought to Filing 8, Lot 84. Bob stated that the home has met all ARC requirements.

OLD BUSINESS:

NEW BUSINESS:

  1. Easement Violation – Approval Request:
    Bob Isaaccson, asked the Board to consider signing a vacation of easement form for Filing 8, Lot 33. Bob explained that the property owner added a deck to his home that encroached into the utility easement. After discussion the Board agreed by consensus to sign the vacation of easement form.
  2. Grants:
    Bob Naftzger suggested that we check into the possibility of getting a grant to help maintain Eiger road. Steve stated he would contact Larimer County to see if they would be interested in a cost sharing plan. Bob stated that the county might want to share in the cost of paving Eiger Road.

    Jerry Ryan brought up the fact that there is commercial property on Eiger Road that is not paying Road and Recreation dues. Jim Doran pointed out that the Restaurant gets the benefit of a well maintained road and does not share in the cost of maintaining the road. Jim suggested we seek every possible avenue to push the business into paying dues.

PUBLIC INPUT:

Gene Carroll asked for clarification of the budget income. The actual billing is $252,350 however the budgeted dues collected is at $240, 585. It was explained that we anticipate 5% will not be paid.

Gus Eykholt thanked the staff for checking on the house located on Manhead Mountain Dr.
