CALL TO ORDER:
All were present except Ralph Goble, Eugene Watt, Frank Winter. They were all excused. Keith Weeks was present by temporary appointment for Jerry Ryan who is in the Hospital. Quorum was established. Larry Peterson called the meeting to order at 9:02 a.m.
REVIEW OF ANNUAL MEETING MINUTES DATED JUNE 28TH, 2003
Bob Naftzger made a motion to accept the minutes as written. Unanimous-motion passed
STAFF INTRODUCTIONS: All staff of Glacier View were introduced to the public including our new employee Jessie Johnson.
PUBLIC INPUT: Discussion concerning the slash pile and the size: The manager informed the public due to EPA guide-lines the slash pile is burned once a year.
Their was questions about the Recycle bins and the overflow and why outside residents do not have their own recycle bins: The manager explained we were given a grant for the bins with the understanding the it would be open to GVM residents and non-GVM residents alike. We are now on a bi monthly schedule for re cycle pick-up this should help to alleviate the overflow problem. There were questions concerning Liability Insurance and what is being done to secure insurance. The manager explained the problems concerning quotes for General Liability for the Water and Sewer Association. Members had questions concerning the procedure for turning in complaints. It was suggested that the first step is to talk to your neighbor. 1. ARC violations: Stop by the GVM office and get a complaint form. 2. Barking dogs: Call Larimer County animal control. 3. Speeding ATV’s: Call the Sheriff’s Department.
TREASURER’S REPORT: (See enclosed)
Tom Hackman gave a synopsis of the financials for the Road and Recreation Association. The report was accepted as submitted.
Kent Christen gave a synopsis of the financials for the Water and Sewer Association. The report was accepted as submitted.
PRESIDENTS REPORTS:
Larry Peterson gave the report for the Road and Recreation Association. Larry discussed the roads and progress made thru the year. Larry also talked about Eiger Road and explained the road was designated part county owned but privately maintained, and part Forrest service neither entity will maintain the roadway.
No report given for the Water and Sewer Association. The President of the Water and Sewer Association, Jerry Ryan was absent
MANAGER’S REPORT:
Kent Christen reported on the progress of road maintenance to date. Kent outlined future plans for road improvement. He also stated the Board has determined to “spot” improve only gate 1. We will solicit bids and access the feasibility of “paving” the county/state sections for comparison against long term maintenance costs. Kent stated we are budgeted correctly for 2004-2005. However, we will start going into the negative 2005-2006 and 2007-2008 is in the negative.
The Manager reported on the progress of the deep bury project. Kent discussed the schedule and remainder of the deep bury project. He also discussed plans to research other options to improve the costly sections of Sunlight, McKenna, and Maroon Bells. Kent also stated that phase 1 of the cluster sewer system within the 12th filing is complete and operational. Phase II to begin this fall. Kent discussed the two wells drilled in the 12th filing, and stated both wells were unsuitable for commercial use. Additional drilling is scheduled until production is secured for full build out. Kent discussed and made the consumer confidence report available to the membership. He explained the only issue is the lead and copper, which comes from pipes and solder within the homes, not the H20 community system.

BUDGET COMMITTEE PROPOSAL AND RECOMMENDATIONS
A) Tom Hackman reported for the Road and Recreation Budget Committee (enclosed)
B) Keith Weeks reported for the Water and Sewer Budget Committee (enclosed).
Keith stated that the 04/05 budget is a standardized budget based on historical data. It was determined that there should be: 1) an account for the acquisition of improved water rights for augmentation; 2) the scheduling of deep bury project should continue to be driven by maintenance issues rater than a pre-established, arbitrary schedule; and 3) there is some concern about allowing for 6% increases in the payroll account.
Several unknowns exist in this proposed budget, water allocation, and General Liability Insurance.
NEW BUSINESS
A) Water Meter Regulations: Kent Christen, Keith Weeks, and Lynn Johnson discussed the regulations on a question and answer basis.
B) Water Meter Enforcement: Kent Christen, and Lynn Johnson discussed the Water Meter Enforcement on a question and answer basis.
JOINT COMMITTEE REPORTS:
A) Rules Committee: no report
B) Glacier Gals: Ginny Doft gave the report for the Glacier Gals. She outlined their various activities and announced that a bake sale was taking place at the office.
C) GVM Fire Department: The Fire Department was in the field and unable to attend meeting.
D) Subdivision Improvement Association: no report
E) Ecology Committee: Harry Corwin spoke for the committee and educated the audience ecological topics. The committee displayed various noxious weeds for the membership to see.
F) ARC: Ron Field spoke for the committee. He discussed the ARC guidelines and procedures for complaints.
G) Website Committee: Jim Chisholm reported that the website has had over 10,000 hits. Jim stated that most documents and information pertaining to G.V.M. are covered in the website. Mr. Chisholm welcomed questions and suggestions from the membership. Jim was publicly thanked for his work and dedication to the web site.
H) Recreation Committee: Betsy Hackman gave the report for the recreation committee. She outlined their various activities including summer events.
I) Other Applicable Reports: Steve Znamenacek, the District of Wildlife Manager for our area discussed feeding of wildlife and or luring wildlife with food and fines for such. Steve discussed the habits of wildlife (bear, mountain lion) he also made pamphlets available to the membership explaining the habits of wildlife.

Road and Recreation: Larry Peterson, Bob Naftzger, and Jim Doran were elected to serve another term.
Water and Sewer: Al Samuelson was elected to fill a vacant position. Lynn Johnson and Frank Winter were elected serve another term.
