Justin Franz called the meeting to order at 9:00 a.m.

Quorum was established with nine board members present one absent.

 

Question raised from floor on validity of annual notice, it was noted that a first class mailing went out thirty days prior.

 

Keith Weeks moved to accept the minutes of the June 24, 2000 annual meeting, Marilyn Buhrman seconded, Motion carried Unanimously.

Quick introduction of board members and staff.

 

Treasurers report:

Alinea Coy discussed the Water & Sewer financials to date (see enclosed documents). All accounts are reconciled and current. Dues collected are at 88% / Expense is at 66%. Community System fees collected are at 77% / Expense is at 62%.  Categories are at acceptable percentages for the nine month interim. Management 001 has continued to show a deficit from the carry forward of 99-00. At a prior joint meeting the board moved to Assess members  $10.00 for overages for legal fees and $16.00 for upcoming Audit ($26.00).

 

Merle Niehaus discussed the Road & Recreation financials to date (see enclosed).

Dues collected are at 93% / Assmt is at 96% / Expenses are at 92% / Trash is at 97% / 83%.   Will not know complete actuals and carry forwards until the end of June.

 

 

Managers Report:

Kent spoke of the projects undertaken the past year. The 12th Filing waterline is complete at $261,037.00, under budget approximately 40K.  Deep bury (844’) Green Mtn to Maroon Bells $12,157.00.  7th  Filing Leach field in progress estimated cost $11,800.00. Tie in the 4th filing well to the lower 8th estimated cost $9,950.00.  Preliminary engineering and design has started for the 12th Filing Sewer System.

We have spent approximately $29,000.00 on special assessment roads. General road maintenance $19,500.00 and 1500’ buck n rail repair.  A Big Thanks to all the staff and those that volunteer you are greatly appreciated.

 

Budget Committee:

Alinea gave a synopsis of the proposed budgets for 10/1/01-9/30/02 (see enclosed). Recommendations to include raising dues, water & septic haul fees, increase staff benefit. Jerry talked about future capital budgets (see enclosed) and the need to budget for leach field and well maintenance. 

 

Gus Eykholt reported for Road and Recreation, the budget process and recommendations were, purchase of water truck, increase employee benefit package (see enclosed).

Nominating Committee:

A big thanks from boards for their efforts. Introduction of candidates for Water & Sewer (see enclosed). Those present gave a brief statement. Opened nominations from the floor, Frank McCormick nominated and accepted.  Motion from Vy Osborne to close nominations, seconded by Jim Svendsen, Motion carried Unanimously.

 

Introduction of Road & Recreation candidates (see enclosed).  Those present gave a brief statement.  Opened nominations from the floor with no replies.  Motion from Larry Seigfried to close, seconded by Marilyn Buhrman, Motion carried Unanimously.

 

Dick Rosecrans stood in as our  designated Election official opened the vote.

 

President’s Report:

Justin Franz gave an overview of the years events, thanked the community, directors and staff for allowing his service and for pulling together when needed. Also we have contracted with Rulon and Associates to do the up coming Audit.

 

Tim Simpson reported for Road & Recreation and made an appeal to the community to work out differences, and acknowledge the needs for growth within the budgets.

 

 

 

 

Special Reports:

Robyn Phillips & Diane Smedra / Glacier Gals.  A review of the past year and the focus of upcoming events.  Gene & Mary Carol were presented with a certificate of appreciation. Also donations to the Boy Scouts and the upcoming fishing derby.

Election Results:

Keith Weeks announced for Water & Sewer (two openings) Ralph Watt with 112 votes

Jerry Ryan with 65 votes.

 

Marilyn Burhman announced for Road & Recreation (three openings) Chuck Huddleson with 98 votes, Gary Stanton with 96 votes and John Reynolds with 73 votes.

New Business:

Final draft of the By Laws has been presented to the boards, Gene Carroll moved to accept the By Laws as written seconded by Tim Simpson for Road and Recreation.

 

Keith Weeks moved to accept the By Laws as written seconded by Jerry Eubanks for Water & Sewer.

 

Opened for discussion, Motions carried Unanimously.

 

Merle Niehaus moved to adjourn seconded by Max Beavers, Motion carried Unanimously.
