CALL TO ORDER:
Jerry Ryan called the meeting to order at 9:01 a.m.
All were present except Eugene Watt, Lucille Schmitt who had an excused absence. A quorum was established.
REVIEW OF ANNUAL MEETING MINUTES DATED JUNE 26TH, 2004:
Jerry Ryan made a motion to accept the minutes as written. Unanimous-motion passed
STAFF INTRODUCTIONS: All staff and Board Members of Glacier View were introduced to the public including our new employee Ryan Rogers.
Jerry Ryan made a motion to amend the agenda: Introduce item #’s 8,9,10,11 after item #4 Unanimous-motion passed
Budget Committee Proposal and Recommendations for Road and
Recreation were presented by
PUBLIC INPUT:
A member asked that ARC enforce the covenants.
The Board was publicly thanked for the approval and installation of the new playground equipment.
Questions were voiced concerning the proposed rock crusher and status of such. The manager informed the public that the Board approved the investigation of renting a rock crusher ($20,000/month) in order to make our own Road base. GVM needs to turn in an application for the project to the Colorado Division of Mining & Geology however, we are still in the investigation phase and nothing has been finalized.
A member asked about the status of the piles of slash left on the side of the road as a result of the thinning of the Green Belts. The manger explained the piles of slash are to be moved to the slash pile and burned at the appropriate time.
A member asked: “What is the policy regarding for sale signs” The manager explained as per our covenants all signs must be approved. No signs of any type are allowed to be posted at the Gates. The exception to the rule are temporary signs i.e., bake sale, garage sale and party signs will be left alone.
NEW BUSINESS: By-Law Amendment & Proposal Changes: (see Budget Committee Proposals)
Gus Eykholt introduced and thanked the nominating committee: Gus Eykholt, Linda Carroll, Mike Foreman, Vy Osborn.

Gus instructed the membership on the voting proper procedures. Gus also asked if anyone would like to monitor the ballot count process.
The candidates were asked to introduce themselves. Rick Snow could not attend and Gus Eykholt read Rick’s introduction.

TREASURER’S REPORT: (See enclosed)
Steve Horsmon gave a synopsis of the financials for the Water and Sewer Association. The report was accepted as submitted.
PRESIDENTS REPORTS:
Jerry Ryan presented the report for the Water and Sewer Association. Jerry discussed the deep bury projects and road conditions due to the deep bury projects.
Jerry Ryan also discussed the SIA and the role they play within Glacier View Meadows.
Jerry recognized Steve Koeckeritz with a plaque for his time and effort working with the SIA for the betterment of Glacier View Meadows. Steve was not able to attend the meeting so Jerry will hand deliver the plaque to Steve.
MANAGERS REPORTS: (enclosed)
Steve Horsmon presented the Managers report: Steve discussed general office and budget updates i.e., billing procedures and revenue to date, bad debt collections. Issues concerning the computer back up system on the network server. New web site and email address assigned to Secretary, Finance, Operations, and Manager.
Road and Recreations updates: New speed limit signs being installed at all gates and sharp curves. New roll off dumpster located at the office. Purchase of 2000 Dodge that is plow capable. Resurrection of the basketball court, installation of the new volley ball court, and new swing set. Slash pile and abuse Steve reminded everyone that the slash pile if for tree branches and brush only. ATV complaints are on the rise. 83 registration plates have been sold since the policy was implemented. We are trying to determine identities so fines can be imposed.
Water and Sewer updates: 12th Filing well # 3 is finished with backfill and reclamation completed. We are waiting on REA to run power poles to allow well pump operation by July 15, 2005. The 2005 Consumer Confidence Report is completed and posted. The 8th Filing well uranium levels were confirmed to be high. G.V.M. is working with the State on the next steps to reduce these levels. The staff completed all monthly and quarterly water tests on time. No new water testing issues to report.
JOINT COMMITTEE REPORTS:
A) Rules Committee: None given
B) Glacier Gals: Ginny Doft gave the report for the Glacier Gals. She outlined their various activities for raising money including aluminum cans, bake sales and reflective signs, and the upcoming pancake breakfast. Ginny also discussed other Glacier Gal activities such as highway clean up, pot lucks, dance, and community involvement.
C) GVM Fire Department: Greg Niswender presented the Report for GVM Fire Department. He discussed training, staff size, area of service, type of service, and equipment. Greg also discussed fire mitigation and the thinning of the green belts. Greg discussed the importance of the slash pile and asked members to help patrol the slash pile for abusers. Greg announced the Fire Department can always use volunteers in fire fighting, and support. Greg also asked the public to consider attending the GVM Fire Department Board meetings.
D) Subdivision Improvement Association: None given
E) Ecology Committee: Harry Corwin spoke for the committee and educated the audience ecological topics. The committee displayed various noxious weeds for the membership to see. Ecology Committee members walked most of the GVM roads surveying and mapping the noxious weeds for the Larimer County Weed Control Department. Harry invited the public to a weed workshop on July 16, 2005 @ 9:00 a.m. at the home of Judd and Linda Adams.
F) ARC: Lee Barker spoke for the committee. He discussed the ARC guidelines and procedures for complaints. Lee explained to the public what the ARC is doing in regards to ARC violations: the ARC is in the process of surveying all properties for violations. Once the survey is complete the ARC will make recommendations
to correct the violations on a property by property basis. Lee also explained that it is hard to enforce the covenants however, it is a task the ARC is taking seriously.

Road and Recreation: Jack Carroll and Linda Adams were elected to fill the vacant positions.
Water and Sewer: Jim Petrie was elected to fill a vacant position and Jerry Ryan was elected to serve another term.
Ballot proposals #’s 1,2,3 passed and By-Law amendment #4 failed.
